REGULAR MEETING OF THE CITY COUNCIL
JANUARY 6, 1970
The City Council of the City of Southlake, Texas, met
in regular session in the Council Chamber of City Hall
on Tuesday, January 6, 1970, with the following members
present:
Thurman Hearn, Mayor Pro Tem
J. D. Cate, Jr., Councilman
M. J. O'Brien, Councilman
W. B.Brown, Councilman
Wade Booker, Councilman
Absent: J. L. Clow, Mayor
Also present: William D. Campbell, City Attorney. ,
Mayor Pro Tem Hearn called the meeting to order at 7:30 P.M.
The minutes of the last meeting were approved as read. ,
City Insurance: The Tort Claims Act was explained to the
Council by the City Attorney, He was of the opinion that
the City should have some sort of liability insurance cov-
erage. Councilman Booker offered to check into the matter. ,
Councilman O'Brien suggested TML be contacted regarding
some sort of group insurance for small communities.
Roger Baird is to be contacted to find out if he
ever wrote a policy on City Hall. Councilman Cate thought
he had been so instructed about a year ago. The matter
will be checked into.
The fidelity bond covering the City Secretary is
to be renewed.
Fire Department Report: Fire Marshall Ralph Polson made
the monthly report in the absence of Chief Steele. (Copy
attached.) He asked the Council's approval of the purchase
of bunker coats, helmets and a nozzle amounting to $374.50.
Following discussion, Councilman Brown made a motion to
approve such a purchase if the Fire Department decides to
spend that much of the $500 allotted in the Budget for
working equipment for the entire year; seconded by Council-
man Booker. The motion carried unanimously.
Police Department Report: Chief Ince presented the monthly
report. Copy attached hereto.) He asked the Council's
approval of the purchase of a set of tires for one of the
patrol cars. Following discussion, Councilman Booker made

a motion that the purchase of a set of tires be approved;
seconded by Councilman Brown. Motion carried unanimously.
Salary Increases re City Secretary and Police Chief: As
set forth in the 970 Budget, the Council approved increas-
ing the City Secretary's monthly salary to $500 and the Police
Chief's to $675 on motion by Councilman Brown and seconded by
Councilman Booker. Motion carried unanimously.
Civil Defense Director: The motion was made by Councilman
O'Brien to appoint W. H. Crumbaker as Civil Defense Director
for Southlake; seconded by Councilman Cate. Motion carried
unanimously.
The Council was informed as to the balances in the various
bank accounts. All bills presented were approved for payment.
A letter from Mr. Roy Marris of Farmers Home Administration
was read to the Council which told of an important meeting
of rural water associations in Waxahachie on January 23rd.
' None of the Council will be able to attend but they were
advised that Mayor. J. L. Clow will be there as will W. G.
Cline, the Water Superintendent.
' The City Attorney advised the Council that a definite date
® regarding the McPherson matter will be set by the Court for
the first week of February.
' The legal instruments granting right-of-way to the City and
setting aside land for street purposes by the owner, W. D.
' Farrar, Jr., as agreed to in Zoning Application No. ZA-69-19,
prepared by Mr. Farrar's attorney and approved as to form by
the City Attorney, were accepted by the Council and approved
on motion by Councilman Booker, seconded by Councilman O'Brien
and carried unanimously. Said instruments were then duly ex-
ecuted; WHEREUPON the condition to grant the requested zoning
on said tract of land described in ZA-69-19 having been ful-
filled, the zoning was changed from "Ag" Agriculture District
to "H" Heavy Commercial District. Such action by Council this
date creates City Ordinance No. 161-9.
There being no further business, the meeting adjourned.
