REGULAR MEETING OF THE CITY COUNCIL
' MAY 18, 1971
TheiOf ty Council of the City of Southlake met in regular
session in the Council Chamber of City Hall on Tuesday,
May 18, 1 971 , with the following members present:
Wade Booker, Mayor
Ralph Polson, Mayor Pro Tem
Billy Joe Knox, Councilman
' Bill Nunn, Councilman
Dick Drummond, Councilman
1 Absent: Thurman Hearn, Councilman
Also present: William D..Campbell, City Attorney
' The meeting was called to order at 7:30 p.m. by the Mayor.
Councilman Polson gave the invocation.
' The minutes of the last meeting were approved as read.

Resolution 71-10, attached hereto and made/hereof, appointing
Dave Austin as Municipal Court Judge, was passed and approved
by the Council on motion by Councilman Polson; seconded by
Councilman Knox. Motion carried unanimsouly.
Resolution 71-11 , attached hereto and made a part hereof, call-
ing for a loan of $20,000, was unanimously passed and approved.
by the Council on motion by Councilman Knox; seconded by Council-
man Polson.
Dove Estates' Developer's Agreement was turned over to the City
Attorney for further study, then to be forwarded to Real-Tex
Enterprises for signature or further negotiation.
ZA- 1- & ZA- 1- : Recommendations from the Planning & Zoning
' .Commission on these two requests were read aloud by the Mayor
and a public hearing on same set for June 15, 1971, 7:30 P.M.
Citizen Walter Garrett asked that the Council not permit three
houses upon the tract of land in question in ZA-71-5 because
it would further aggravate a septic tank problem.
Boundary problems with the City of Grapevine were discussed by
the City Attorney who explained to the Council some annexations
by both Grapevine and Southlake may not be proper but Southlake
seemed to be in fairly strong position in certain areas, parti-
cularly the Continental Oil land.

The bills presented were approved for payment on motion by
Councilman Knox; seconded by Councilman Polson. Motion carried
unanimously. (Postage-$34.00; Voertman's Book Store-$27.55; and
regular monthly accounts.)
Councilman Knox moved that the annual dues of $7.50 be paid for
membership in the American Federation of Police for Capt. Cordes;
seconded by Councilman Nunn. Motion carried unanimously.
Citizen John Stevenson asked to be heard by the Council and the
Council agreed. He asked that a newsletter be sent out periodi-
cally. Discussion followed.
Citizen Robert Bledsoe asked about the rock festivals. Discussion
followed.regarding what, if anything, could be done to prevent
them as they are held outside the City's boundaries.
Citizen Bob Lyford spoke to the Council about certain zoning on
Keller Road.
Citizen Frank Tetrault invited the Council to personally view
the land involved in ZA-71 -4 in order to familiarize themselves
with the terrain.
There being no further business, the meeting adjourned.

PLANNING AND ZONING COMMISSION

Pierce/Wood
At a regular public meeting of the Planning and Zoning
Commission on Tuesday, May 11, 1971, at the Southlake
City Hall, the Gommission agreed to recommend to the
City Council that the above application of Miles Pierce
and L. L. Wood be approved as follows:
Part One - Upon verbal request of the owners,
the request for zoning was changed from H
District to L District (along SH 114). Manuel
Gonzalez moved that L District (Light Commer-
cial) be approved; seconded by Gail Hargadine.
Motion carried.
Part Two - The land adjoining the area des-
cribe above, designated A-10 District as
per the plat submitted with this application,
C. M. Gordon moved that the matter be postponed
to the next regular meeting of the Commission;
seconded by-Manuel Gonzalez. Motion carried.
Part Three - Manuel Gonzalez moved that the
area on the plat designating residential use
be changed to A-3 District contingent upon all
the requirements of Ordinance No. 160 being met;
seconded by Gail Hargadine. Motion carried.

RE: ZA-71 -5 ,

At a:regular public meeting of the Planning and Zoning
Commission on Tuesday, May 11, 1971, at the Southlake
City Hall, the Commission agreed to recommend to the
City Council that the above application of-Mrs. Zora
Sjehumaker for a change in zoning from Agricultural
District to A-3 District (Residential) contingent on
there being no conflicting deed restrictions, so moved i
C. M. Gordon, seconded by Earl Williams. Motion carried.
