REGULAR MEETING OF THE CITY COUNCIL
NOVEMBER 17, 1970
The City Council of the City of Southlake, Texas, met in
regular session in the Council Chamber of City Hall on
Tuesday, November 17, 1970, with the following members
present:
J. L. Clow, Mayor
Wade Booker, Mayor Pro Tem
Thurman Hearn, Councilman
Ralph Polson, Councilman
Billy Joe Knox, Councilman
Absent: Buddy Brown, Councilman
Also William D
present: Campbell, City Attorney.
Mayor Clow called the meeting to order at 7:30 P.M. Rev.
Gene Tyson, City Chaplain, gave the invocation.
The minutes of the last regular meeting were approved as
read.
Mr. Rex Boyd of the Corps of Engineers spoke to the Council
regarding the possibility of extending the city limits to
include Government property thereby providing more protec-
tion to the people. The Council expressed approval of such
annexation. Mr. Boyd said he would return with more informa-
tion at the next regular Council meeting.
No action was taken regarding the contract submitted by
Carter & Burgess, Inc.
Fire Department report was given by Chief Bob Steele. He
informed the Council that a school on general fire fighting
is being conducted for the men. (Copy of report attached.)
Police Department report was submitted by Chief Doyle Ince.
Copy attached hereto.) Councilman Polson moved to send
Clerk Nancy Burch to a two day school on record keeping be-
ing conducted by the North Central Texas Regional Police Academy
at a cost of $30; Councilman Knox seconded the motion. The
motion carried unanimously.
Planning & Zoning Recommendations were next considered,by
the Council. No action was taken pertaining to raising the
application fee to $100 at this time. As for widening

PLANNING & ZONING COMMISSION
October 28, 1970
TO THE CITY COUNCIL OF SOUTHLAKE:
At the regular meeting of the Planning & Zoning Com-
mission held October 27, 1970, the following
recommendations were made:
1) Raise the zoning application fee to $100.00.
2) Widen Carroll School Road to eliminate hazardous
® traffic conditions.
3) Ask the County Commissioner to widen the bridge on
Carroll School Road. Its extreme narrowness is a
traffic hazard in itself.
4) Make immediate installation of reflectors and
warning signs on said bridge.
5) Have the City Attorney update the existing ordi-
nance pertaining to mobile home parks.

Board to discuss the problems and then meet jointly with
Mr. Dick Lewis, County Commissioner. The matter of the
bridge would also be taken up at that time. No action was
taken regarding reflectors and warning signs for said
bridge. As for updating the zoning ordinance pertaining
to mobile home parks, the Council suggested the Commission
come up with specific recommendations.
ZA-6 -1 , the request of Alpha Development Corporation for
a change in zoning from Ag District to H District on their
property along SH 114 east of Carroll Road was set for pub-
lic hearing on December 1, 1970, at 7:30 PM, Council Chamber
of City Hall.
Bell Radio Proposal - Resolution No. 70-7 was unanimously
accepted by the Council on motion by Councilman Polson,
seconded by Councilman Knox. (Attached hereto and made a
part hereof.)

Councilman Polson moved that the bills presented by approved
for payment including $35 for the Planning & Zoning seminar
to be attended by Mrs. Elizabeth Stickley and $160 for '
printing needed in the Police Department; seconded by Council-
man Knox. Motion carried unanimously.
The Council next discussed the preliminary budget for 1971. ,
There being no further business, the meeting adjourned..

RESOLUTION NO. 70-7
WHEREAS, the Tarrant County Sheriff's
Department discontinued operation on
Radio Frequency 45.9 July 1, 1970; And
WHEREAS, it is necessary to obtain a
local government radio frequency at
this time; And
WHEREAS, Bell Communications Service has
submitted a proposal to cover the re-
quired needs; Now
THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL
OF THE CITY OF SOUTHLAKE, TEXAS, THAT:
1.
The needs of the City will best be served by the
installation of the required radio system for law
enforcement, fire fighting, and local government
usage.
2.
The City of Southlake will accept the proposal of
Bell Communications Service as attached hereto and
made a part hereof.
3•
The cost of said proposal in the amount of $8,623.50
is to be included in the 1971 Budget.for the City of
Southlake.
