Approval of Bills for Payment id 138 REGULAR MEETING OF THE CITY COUNCIL OCTOBER 6, 1970 The City Council of the City of Southlake, Texas, met in regular session in the Council Chamber of City Hall on Tuesday, October 6, 1970, with the following members present: J. L. Clow, Mayor Wade Booker, Mayor Pro Tem Thurman Hearn, Councilman Buddy Brown, Councilman Ralph Polson, Councilman Absent: Billy Joe Knox, Councilman Also present: William D. Campbell,City Attorney The meeting was called to order at 7:30 p.m. Rev. Gene Tyson, City Chaplain, gave the invocation. The minutes of the last meeting were approved as read. ZA-70-6: Mayor Clow explained to the citizens present at this ' public hearing that William K. Reed &,Associates, owners of the property described in ZA-70-6, request H District zoning. The Planning & Zoning Commission recommendation as set forth ' in the minutes of the September 1st meeting is for denial of this request. Citizen Ed Kinchen spoke against the request stating that the Master Plan should be adhered to. There , being no further discussion, Councilman Brown moved that the request be denied; seconded by Councilman Booker. Motion carried unanimously. Mayor Clow proclaimed October 4-10, 1970, be National 4-H , "We Care" Week in the City of Southlake. Fire Department Report was given by Chief Bob Steele. The Council was informed that the Southlake Fire Department was awarded the annual Harry D. Blissard Memorial trophy for ' outstanding service performed in Tarrant County. Mayor Clow commended the men in the Department for the job they have done. Councilman Booker singled out Chief Steele for special commendation. , Police Department Report was given by Chief Doyle Ince. The Council was informed that calls regarding loose livestock were ' increasing sharply. Garbage Service Contract was discussed together with the suggestions made by Mr. Campbell.regarding same. Council- man Polson moved that the matter be tabled until the next meeting to allow Bud Hall an opportunity to make the suggested changes; seconded by Councilman Booker. Motion carried unanimously. Councilman Brown moved that R. W. Mussi na, C.P.A., be employed by the City of Southlake to prepare the annual audit; seconded by Councilman Polson. Motion carried unanimously. Councilman Booker moved that Dr. M. D. Simmons be appointed City Health Official; seconded by Councilman Polson. Motion carried unanimously. Councilman Booker moved that Pat Nichols be appointed to ' the Planning & Zoning Commission to fill the place vacated by John Quinn; seconded by Councilman Polson. Motion carried unanimously. The City Secretary was requested to send letters to the above people notifying them of their appointments. Mayor Clow advised that the Texas Municipal League will , hold its annual conference in Fort Worth October 25, 26 and 27 and urged as many of the Council as possible attend. A letter from Mr. and Mrs. H. K. Akard, Jr., of Farmers Branch was read aloud wherein they wish to have their land used as a city park. The City Secretary was requeted to contact them. A report of the meeting with HUD was given. Mr. Campbell advised the Council of his findings pertaining to an ambulance ordinance. No further action was taken by the Council at this time regarding same. Mrs. John Quinn spoke to the Council about the public hear- ing held in Austin October 2, 1970, regarding the sewage treatment plant for the new high school. -She suggested the City should consider adopting an ordinance pertaining to the regulation of such systems. Council Meeting 10/6/70 - Pa ' e 2 143 SPECIAL MEETING OF THE CITY COUNCIL OCTOBER 14, 1970 The City Council of the City of Southla ke, Texas, met in special session in the Council Chamber of City Hall on Wednesday, October 14, 19702 with the following members present: J. L. Clow, Mayor Wade Booker, Mayor Pro Tem Buddy Brown, Councilman Ralph Polson, Councilman Absent: Thurman Hearn, Councilman Billy Joe Knox, Councilman Proper notice having been duly posted, the Mayor called this special meeting to order at 7:30 p.m. The purpose of the meeting was to authorize the filing of the City's appli- cation with the Department of Housing and Urban Development for a loan to finance the construction of Well No. 2. Following discussion, Councilman Brown moved that Resolution i No. 70-5 be passed, authorizing Mayor Clow to execute and file an application on behalf of the City of Southlake with the Department of Housing and Urban Development for a loan to aid in financing the construction of water facilities; seconded by Councilman Booker.
