Resolution 72-23 calling for Rules and Regulations for City Employees. r 1 182 F b CITY OF SOUTHLAKE, TERMS REGULAR MEETING OF THE CITY COUNCIL DECEMBER 5, 1972 The City Council of the City of Southlake met in regular session in the Council Chamber of City Hall in Southlake, Texas, on Tues- day, December 5, 1972, with the following members present: Wade Booker, Mayor Billy Joe Knox, Mayor Pro Tem W. 0. Nunn, Councilman Frank Tetrault, Councilman J. A. Perez, Councilman Absent: R. D. Drummond, Councilman Also present: W. D. Campbell, City Attorney Mayor Booker called the meeting to order at 7:30 p.m. The invoc- ation was given by Councilman Knox. The minutes of the last regular meeting were approved as corrected. ZA-72-7 and ZA-72-8: The Mayor read the recommendations from the Planning & Zoning Commission to the Council and the public hearing was set for January 2, 1973, at 7:30 p.m. Fire De artment report was given by Chief R. P. Steele. (Attached hereto. At this point, Chief Steele was called from the meeting.) Police Department report was given by Chief D. R. Hughes. (Attached hereto.) Councilman Nunn moved that the purchase of ticket books at a cost of approximately $200 be approved; seconded by Councilman Tetrault. Motion carried unanimously. The purchase of a docket book, $14R,for Municgpal Court was approved on motion by Councilman Knox; seconded by Councilman Nunn. Motion carried unanimously. The Chief advised the Council if the old radar set no longer in use were re- paired at an approximate cost of $25, it could then be sold. Council- man Knox so moved; seconded by Councilman Nunn. Motion carried un- animously. Councilman Nunn moved that the Police Department type- writer be repaired at an approximate cost of $90; seconded by Councilman Knox. Motion carried unanimously. Chief Hughes then advised the Council the 172 patrol car is in need of repair in the form of an overhaul. Discussion followed. Councilman Nunn advised him to get several opinions upon examination of the car so it can be decided to repair or replace the engine. 183 Chief Steele returned to the meeting and resumed his report. The following bids were solicited to build a tank to place on Fire Unit No. 3001: Keller Welding: $2,462.00 total. Pat Nichols: 2,940.00 total. Reliable Tank Co.: 3,375.00 total. Councilman Knox moved that the low bid of $2,462 by Keller Welding Service be accepted; seconded by Councilman Nunn. Motion carried unanimously. VWI City Engineer, Gene Worrell, of Carter & Burgess, Inc., disbussed sewer problems with the Council. He advised that policies for developers pertaining to same should not be adopted at this time but at a time when public facilities become available. He fur- ther advised that the Tarrant County Health Department has laid down more stringent regulations whereby individual lots must be certified before building permits should be issued. After much discussion, the Council was. in general agreement to have the City Secretary inform people seeking building permits to first get a certificate from the Tarrant County Health Department, then issue the permit after such attempt is made. The Water Department report was given by Supt. Cline. He informed the Council that We 1 #2 is now operational and that he will obtain bids for painting the tank for Well #1. The Council requested Mr. Cline to make a monthly report if possible. Citizen A. G. Hunter did not appear. Councilman Knox moved that the Washington Janitorial Service be employed for one time at a cost of $60; seconded by Councilman Nunn. Motion carried unanimously. Councilman Knox moved that all bills be approved for payment; seconded by Councilman Perez. Motion carried unanimously. Resolution No. 72-23 was tabled to the next regular meeting.pend- ing further study by the Council. Mayor and Council City of Southlake, Texas Gentlemen: At the regular meeting of the Planning & Zoning Commission held November 28, 1972, ZA-72-7 and' U-72-8 were recommended for approval of a changed zoning from Ag District to P.U.D. upon the condition that the following items be incorporated in the adopting ordinance: 1. The Dove Creek Report. 2. The Dove Creek Supplemental Report: A. 120 feet of right of way dedicated along Carroll Avenue. B. 120 feet of right of way dedicated along Highland Street. C. The street oil the north of the tract be dedicated with at least half (40') of an 60 foot right of way. D. The preliminary and final plat should have a note stating that "no parking" will be permitted on the interior public streets. E. The street on the north side of the commer- cial tract and Section 1 should be cul-d- saced, it should 'not penetrate to the east. F. The street on the east side of the tract should be held in abeyance until a plan for the adjacent property is prepared. G.
