REGULAR MEETING OF THE CITY COUNCIL
September 19, 1972
The City Council of the City of Southlake met in regular session
in the Council Chamber of City Hall on Tuesday, September 19,
1972, with the following members present:
Wade Booker, Mayor
Billy Joe Knox, Councilman
1 W. O. Nunn, Councilman
1 Frank Tetrault, Councilman
Joe Perez, Councilman
on J R. D. Drummond, Councilman (arriving late)
Also present: W. D. Campbell, City Attorney
Mayor Booker called the meeting to order at 7:30 P.A. The invo-
cation was given by Councilman Nunn.
The minutes of the last regular meeting were approved as read.
Carter & Burgess; representative, Gene Worrell, advised the
Council that work called for by the 701 progress report is on
target. He also advised that the Dove Estates contractor will
be back on the job to finish up one week from Monday.
ZA-72-6: Mayor Booker invited those present for the public hearing
on t is zoning request to speak either for or ggainst same. Ralph
Polson stated he was in favor of the request for A-3 residential
zoning on the land described in this application. No other com-
ments were made, whereupon, Councilman Nunn moved that Ordinance
No. 161-44 , changing the zoning on the land described therein
from Ag District to A-3 District, owned by the Townhouse Developmefit
Company be passed and approved; seconded by Councilman Knox. Motion
carried unanimously. (Said ordinance being attached hereto and
made a part hereof.)
Resolution No. 72-18: calling for the appointment of M. E. Whiteside
as Tex Assessor for the City of Southlake from October 1, 1972 thru
September 30, 1973, at a fee of $2,100 payable in monthly install-
ments, was passed and approved by the Council unanimously on motion
by Councilman Knox; seconded by Councilman Perez. (Attached hereto
and made a part hereof.)
Ordinance No. 191. setting forth the 1972-73 Budget was passed,
approve an adopted on motion by Councilman Knox; seconded by
Councilman Nunn. Motion carried unanimously. (Attached hereto and
made a part hereof.)
3 0 Ordinance No. 192: setting forth the tax levy and apportionment
thereof or 9 , was passed and approved by Councilman Perez;
seconded by Councilman Knox. Motion carried unanimously. (Attached

Petition for Annexation from J. T. Robinson and wife, Donna, was
presented to the Council, said petition describing the one acre
of land owned by them in the Dart Survey. The Council agreed un-
animously to accept the petition on motion by Councilman Nunn;
seconded by Councilman Knox. Mayor Booker set the public hearing
for same October 17, 1972, at 7:30 P.M. (Petition attached hereto
and made a part hereof.)
Councilman Knox moved that all bills be approved for payment;
seconded by Councilman Nunn. Motion carried unanimously.
The City Council of the City of Keller appeared before the Council
concerning the two cities' boundary agreement as set forth in Ordi-
Cance No. 187. Following discussion, Mayor Booker advised that a
meeting between the two councils should be had in the near future.
Resolution No. 72-16: calling for the appointment of Councilman
Knox to act as Mayor Pro Tempore for the duration of the present
term was passed and approved on motion by Councilman Perez; seconded
by Councilman Tetrault. Motion carried unanimously, Councilman Knox
abstaining. (Said resolution attabbed hereto and made a part hereof.)
Mayor Booker reported to the Council concerning the meeting in
Fort Worth regarding county-wide ambulance service. Discussion
followed.
The Council unanimously approved the purchase of a second-hand
billing machine at a cost of $2,050, the low bid submitted by
Burroughs Corporation, on motion by Councilman Perez; seconded by
Councilman KNOX. The Council was advised the purchase would be
made after OCTOBRR Lst with the down payment of $850 provided for
in the new budget and the balance to be provided for in the next
budget.
There being no further business, the meeting adjour ed.

OF THE CITY OF SOUTHLAKE BY AMENDING THE
ZONING CLASSIFICATION OF FOURTEEN ACRES
OF LAND, MORE OR LESS, OUT OF THE N. N.
HALL SURVEY, ABSTRACT NO. 687, FROM AG
TIALR)U TURRE) DISTRICT TO A-3 (RESIDEN-
WHEREAS, after receipt of request for change of toning, notice given
to applicable property owners of public hearing, notice of publtc hearing
published, and public hearing having been conducted, all in compliance with
Ordinance No. 161 of the City of Southlake, Texas,
NOW, THEREFORE,
Be it ordained by the City Council of the City of Southlake, Texas:
SECTION 11. The certain Ordinance No. 161 passed by the City Council of the
City of Southlake, Texas, January 7, 1969, and being the "Comprehensive
Zoning Ordinance" is hereby amended insofar as the fourteen acres of land,
more or less, owned by the Townhouse Development Company, out of the W. W.
Hall Survey, Abstract No. 687, Tarrant County, Texas, more particularly

described by metes and bounds as follows:
BEGINNING at a 6" x 6" concrete monument in the present
south right-of-way line of County Road No. 3034, said
monument being the northeast corner of that certain 3
acre tract described in Volume 4585, page 361, Deed
Re°:ords of Tarrant County, Texas;
THENCE S Y° 19'E, 1300.3 feet, to an iron pin, the
southeast corner of the tract described in Volume 5058,
page 533, Deed Records of Tarrant County, Texas;
THENCE S 896 52'W, along the south line of said tract,
674.6 feet, to an iron pin for corner;
THENCE NORTH, 633.4 feet, to an iron pin, the southwest
corner of a 5 acre tract described in Volume 4325, page
257, Deed Records of Tarrant County, Texas;
THENCE S 880 021, along the south line of,said 5 acre
tract, 315.3 feet, to an iron pin for corner;
THENCE NORTH, along the east line of said 5 acre

hereby amended to reflect the change in zoning classification made by this

No. 161-44 and prior ordinance amendments, remains in effect in all other
respects as originally passed. This ordinance shall take effect upon its I

WHEREAS, the City of Southlake is
empowered to levy taxes for the use
and support of the Municipal Govern-
ment; And
WHEREAS, such taxes are to be levied
on a fair and equal basis; Now
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SOUTHLAKE, TEXAS, THAT:
1.
The City Council of the City of Southlake does hereby
authorize the employment of M. E. Whiteside, a qualified
Tax Assessor, to assess property values for the 1973 Tax
Roll.
2.
The City Council of the City of Southlake does hereby
agree that the compensation to M. E. Whiteside for such
services described above is to be $2,100.00 for the period
commencing October 1, 1972, through September 30, 1973,
payable in monthly installments of $175.00 each.

ORDINANCE NO. 191
AN ORDINANCE APPROVING AND ADOPTING A BUDGET
FOR THE CITY OF SOUTHLAKE, TEXAS, FOR THE '
FISCAL YEAR BEGINNING OCTOBER 11 1972, AND
ENDING SEPTEMBER 30, 1973, AND DECLARING AN
EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF '
SOUTHLAKE, TARRANT COUNTY, TEXAS:
THAT, the Mayor of said City has heretofore duly and 1
timely filed, in accordance with law, a budget for said City
covering the fiscal year running from October 1, 1972, to
September 30, 1973; that due and timely public notice that a '
public hearing on such budget would be held on August 29, 1972"
was given and made in accordance with the law and within the
time limits set forth by laws that such public hearing was held
in accordance with law on August 29, 1972; and that it is the
opinion and judgement of the City Council that said budget which
is attached hereto be, and same is hereby, in all things approved
and that same is proper and correct.
WHEREFORE, said budget is here and now and hereby in
all things approved and adopted, and it shall be effective as of
October 1, 1972.
This ordinance is hereby declared to be an emergency
measure which shall have and take effect from and after its
present reading, for the reasons that the fiscal year commences.
October 1, 1972, and fixing the rate and levy of taxes for the
year 1972 must be had prior to October 1, 1972 and after approval
and adoption of this budget= it is for the immediate preservation
of public property and business, and provides for the daily oper-
ation of all municipal departments and lays a predicate for the
appropriation of money to defray current and other expenses.
PASSED, APPROVED AND ADOPTED by the affirmative vote
of all members of said Council present this day of Sept-
ember, A. D. 1972.

ORDINANCE No. 192
AN ORDINANCE LEVYING TAXES FOR THE USE AND
SUPPORT OF THE MUNICIPAL GOVERNMENT OF THE
CITY OF SOUTHLARE AND PROVIDING FOR THE IN-
TEREST AND SINKING FUND FOR THE YEAR 1972
AND APPORTIONING EACH LEVY FOR THE SPECIFIC
PURPOSE. I
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SOUTHLARE,
TEXASs
Section 1. That there is hereby levied and there shall be collected
for die use and support of the municipal goverment of the City of
Southlake, and to provide Interest and Sinking Fund for the year
nineteen hundred and seventy-t of upon all property, real, per-
sonal and mixed, within the corporate limits of said City subject
to taxation, a tax of Fifty Cents (500) on each one Hundred
Dollars ($100) valuation of property, said tax being so levied
and apportioned to the specific purposes here set forth:
11 For the maintenance and support of he general govern-
merit (General Fund), twenty-two cents (220) on each One Hundred
Dollar ($100) valuation of property, and
21 For the interest and sinking fund of the 1972 General
Obligation Bonds, twenty-eight cents (280) on each One Hundred
Dollar ($100) valuation of property.-
Section 2. All monies collected under this ordinance for the
sp cIF items therein named, be and the same are hereby appro-
priated and set apart for the specific purpose indicated in each
item and that the Assessor and Collector of Taxes, the City
Treasurer and the City Secretary shall keep these accounts so as
to readily and distinctly show the amount collected, the amounts
expended and the amount on hand at anytime, belonging to such
funds, it is hereby made the duty of the Tax Assessor and Col-
lector of Taxes and every person collecting money for the City
of Southlake, to deliver to the City Treasurer and the City
Secretary at the time of depositing any monies a statement show-
ing to what fund such deposit should be made and from what source
received. All receipts for the City not specifically apportioned
by this ordinance are hereby made payable to the General Fund of
the City.
Section 3. That this ordinance shall take effect and be in force
from ana""after its passage.

2. That the land described in EXHIBIT "A" hereto attached
is less that one-half mile in width; that less than three qualified
voters reside thereon, and is contiguous and adjacent to the City
of Southlake, Texas.
3. Your Petitioners agree that if this request for annexa-
tion be granted, said land shall become a part of the City of
Southlake, Texas, and the said land and any future inhabitants
thereof shall be entitled to all the rights and privileges of
other citizens of the City of Southlake, and shall be bound by
the acts and ordinances of said City now in effect and as here-
after enacted.
WHEREFORE, your petitioners respectfully request that this
Petition for Annexation to the City of Southlake of the land des-
cribed in attached Exhibit be granted.
