' 67 CITY OF SOUTHLAKE, TEXAS REGULAR MEETING OF THE CITY COUNCIL May 2, 1972 The City Council of the City of Southlake met in regular session in the Council Chamber of City Hall in Southlake, Texas, on Tuesday, May 2, 1972, with the following members present: Wade Booker, Mayor Ralph Polson, Mayor Pro Tem Billy Joe Knox, Councilman R. D. Drummond, Councilman Frank Tetrault, Councilman Absent: W. 0. Nunn, Councilman Also present: William D. Campbell, City Attorney The meeting was called to order by Mayor Booker at 7:30 P.M. The invocation was given by Councilman Knox. The minutes of the last regular meeting were approved as read. Mr. Howard Thrasher appeared before the Council who unanimously agreed to hear him. He requested permission to have commercial zoning on his property located at the northwest corner of SH 114, Northwest Parkway, and White Chapel Boulevard and for a tempor- ary permit to operate a type of truck stop business. Discussion followed. Mr. Thrasher was then advised to address his request to the Planning & Zoning Commission to seek the zoning he wants through the proper channels. ZA-72-2•. A request for A-10 District (Multi-family) zoning on land d scribed by metes and bounds in the captioned zoning appli- cation. Mr. Darnel Barringer, representing the owners, explained the project to the Council. The Mayor called for comments from those present at this public hearing. Mrs. Gail Hargadine spoke against the proposed zoning. Following more discussion, Council- man Polson moved that Ordinance No. 161-39 be passed and approved changing the zoning fkemzAg District to A-10 District on twenty- one acres of land, more or less, out of the Throop Survey, Abstract No. 1511, owned by Ed M. Brown et al; seconded by Councilman Tetrault. Motion carried. (Councilman Drummond opposed.) (Copy attached and made a part hereof.) ZA-72-3: Al Maurer's request for S District zoning on his prop- erty was next heard. Mbsis. Jimmy Strait and Bob Dunfield of az Local 513, T.W.U., spoke in favor of this request. It was then moved by Councilman Knox that Ordinance No. 161-40 be passed and ss approved changing the zoning from Ag Oistrict to S District on two acres of land out of the Mahan Survey, Abstract No. 1049; seconded by Councilman Tetrault. Motion carried. (Councilman Drummond opposed.) (Copy attached and made a part hereof.) Council next considered the request for annexation by Mrs. Mary Irene Higgins. There being no objection to such annexation, Councilman Polson moved to pass and approve Ordinance No. 188 annexing fifteen acres of land, more or less, owned by Mrs. Higgins out of the Dart Survey, Abstract No. 2003; seconded by Councilman Knox. Motion carried unanimously. (Copy attached and made a part hereof.) Mr. Don Wilson addressed the Council regarding his property on which four houses are hooked up to the City's water system on one meter, contrary to the City's ordinance regarding same. Following discussion, Mr. Wilson was advised that four meters would be necessary to remain on the system, that is, a meter for each house and that he would be given thirty days from this date to comply with the ordinance. Mr. Wilson thanked the Council for their d6nsideration. Mr. Lloyd'.,'Nolf next addressed the Council regarding the Police Department. Mr. Wolf requested more police surveillance in the neighborhoods and less on Northwest Highway. The Mayor thanked him for expressing his views. Councilman Knox moved that James Harrell be appointed to the Planning & Zoning Commission to i the vacancy let by Frank Tetrau t; seconded by Councilman Tetrault. Motion carried un- animously. The Solid Waste Franchise proposal was tabled at this time. Resolution No. 72-8, calling for payment for work done on Well at t is time, was passed and approved on motion by Councilman Polson; seconded by Councilman Knox. Motion carried unanimously. (Said resoltuion attached hereto and made a part hereof.) The bills presented were approved for payment on motion of Council- man Knox; seconded by Councilman Drummond. Motion carried unanimously. The City has received $2,000 from Tarrant County to be used for a Municipal Library. Councilman Knox moved that said funds be transferred to the Carroll School for municipal use in its library; seconded by Councilman Tetrault. Motion carried unanimously. The Council authorized the Mayor to give Tri-County Electric a letter stating the City would assume payment of the electric bill on street lights in Southlake Estates upon completion of said subdivision.
