BOARD OF ADJUSTMENT MEETING

MAY 15, 1973
The Board of Adjustment of the City of Southlake met in the
Council Chamber of City Hall in Southlake,,Texas, on Tuesday,
May 15, 1973, with the following members presents:
James Winfrey, Chairman
David Moak, Board Member and Alternate Chairman
R. V. Trammell, Board Member
L. A. Casey, Board Member
Absent: Bill Long, Beard Member
The meeting convened at 7:30 P.M.
The first order of business was to determine the terms of office
for the above members by a drawing, with the remaining slip
assigned to Bill Long in absentia. The results were as follows
with terms being from this date:
Three year term: David Moak
Two year term: R. V. Trammell
• One year term: Jas. Winfrey, L.A. Casey, Bill Long.
Mr. Dwayne Wilcox, attorney for Mr. and Mrs. Gerald Vanlandingham,
addressed the Board regarding Ordinance No. 161-49, asking that a
variance be granted from said ordinance to permit A-3 use, giving
his reasons for such request. Mr. Ed Nash, property owner adjoin-
ing the land in question, spoke in opposition to such use. Dis-
cussion followed. Board Member Trammell moved that the Vanlanding-
hams be granted a building permit for a 1,500 square foot house
and that a garage be built in two years. The motion died for lack
of a second. No further motions were made. Chairman Winfrey then
stated that inasmuch as the Board was deadlocked as to a decision,
he moved that the meeting be adjourned; seconded by Board Member
Moak. Motion carried unanimously.

REGULAR MEETING OF THE CITY COUNCIL
MAY 45, 1973
The City Council of the City of Southlake met in regular seY~ can
in the Council Chamber of City Hall in Southlake, texas, on- -ea" -
day, May 15, 1973, with the following members present:
Wade Booker, Mayor
W. 0. Nunn, Councilman
R. D. Drummond, Councilman
Frank Tetrault, Councilman{
Sam Davis, Councilman
Absent: Billy Joe Knox, Mayor Pro Tem
Also present: William D. Campbell, City Attorney.
The meeting was called to order and the minutes of the last
® regular meeting were approved as read.
ZA-73-3: The Mayor read the Planning & Zoning Commission's
recommendation for approval of the change in zoning from Ag
District to A-2 Residential District on a tract of land owned
by the Messina Brothers and commonly referred to as "Hilltop
Acres". No one present at this public hearing voiced any
objebtion to this request. Whereupon, Councilman Nunn moved
that Ordinance No. 161-50 be passed and appCmved, changing the
zoning from Ag District to A-2 District on twenty-five acrds of
land, more or less, out of the R. D. Price Survey and David
Douthit Survey, described by metes and bounds in ZA-73-3= seconded
by Councilman Drummond. Motion carried unanimously. (Ordinance
No. 161-50 attached hereto and made a part hereof.)
ZA-73-4 and ZA-73-5 were set for public hearing June 19, 1973,
at P.M.
The public hearing on a proposed budget for Revenue Sharing Funds
was changed from June 19th to June 5, 1973, at 7:30 P.M.
Councilman Nunn moved that $500 be paid to Fire Chief R. P. Steele,
as called for in ther_Wdget, as well as $100 to be paid to Assist-
ant Fire Chief J. W.l~A 87 yce for services rendered; seconded by
Councilman Davis. Motion carried unanimously.
® $50 for petty cash was approved on motion by Councilman Nunn; t

10 seconded by Councilman Davis. Motion carried unanimously.
$100 extra has been requested by M. E. Whiteside, Tax Assessor,
for the increased hours of work necessitated by the re-evaluation
in preparing the 1973 Tax Roll. Approval of the extra payment to
M. E. Whiteside was made on motion by Councilman Tetrault; seconded
by Councilman Nunn. Motion carried unanimously.
Councilman Nunn moved that the Mayor be sent to Austin at the City's
expense ($50 for roundtrip airfare and lunch money) to represent
Sogthlake at a meeting with the Texas Highway Department rewarding
construction priorities; seconded by Councilman Davis. Motion car-
ried unanimously.
Councilman Nunn moved that the bills presented be approved for pay-
ment; seconded by Councilman Tetrault. Motion carried unanimously.
The Council was advised that a number of unusable police uniforms
have accumulated and permission was requested that they be removed
from the City's inventory and given to a charitable organization.
The Council unanimously agreed to same.
The Council was advised that the final draft of the model noise
ordinance pertaining to aircraft sound being prepared under the
auspices of NCTCOG would seen be complete and ready for adoption
. by the various cities involved. It was determined to request Dr.
Jack Randorff to speak with the Council and Planning & Zoning Com-
mission to explain the changes that have been made at the June 5th
Council meeting.
The City Attorney advised he has reviewed the proposed Grapevine
boundary agreement.
Discussion on various topics was had.
There being no further business, the meeting adjourned.
