CITY OF SOUTHLAKE, TEXAS
REGULAR MEETING OF THE CITY COUNCIL
January 16, 1973
The City Council of the City of Southlake met in regular session
in the Council Chamber of City Hall in Southlake, Texas, on Tues-
day January 16, 1973, with the following members present:
Wilde Booker, Mayor
Billy Joe Knox, Mayor Pro Tem
W. 0. Nunn, Councilman
R. D. Drummond, Councilman
Frank Tetrault, Councilman
J. A. Perez, Councilman
Also present: William D. Campbell, City Attorney.
Mayor Booker called the meeting to order at 7:30 P.M. The invo-
cation was given by Councilman Nunn.
The minutes of the last regular meeting ire approved as read.
**Ordinance No. 194 was discussed with the Mayor informing the
Council of a meeting had with the City of Grapevine regarding
disputed areas in the two Cites' boundary line. Mayor Booker
showed the line that had been resolved at this meeting. The
City Attorney recommended approval. Whereupon, Councilman Knox
moved that Ordinance No. 194, agreeing on the boundary line
described in detail therein between the City of Grapevine and
the City of Southlake, be passed, approved and adopted; seconded
by Councilman Nunn. Motion carried unanimously. (Ordinance No.
194 is attached hereto and made a part hereof.) The City Attorney
advised the necessary steps would be taken to-,:resolve the lawsuit
which the City of Southlake had filed.
The Council unanimously agreed to hear the complaints of the
citizens living on Jellico Circle in attendance at this meeting
regarding their unpaved road. M&YdR Booker pointed out that the
road was not dedicated as a city street or county road. Much
discussion followed. The City Engineer, Gene Worrell, said he
would check out the problem and advise the Council what:would be
best to do to help out these citizens. Mr. Ed Nash, spokesman
for the group, thanked the Council for hearing them. Mayor
Booker stated he would talk with Tarrant County Commissioner
Skeet Richardson.
Ordinance No. 195: Mr. Terry Irwin, Lone Star Gas representative,
addressed the Council for the second time regarding a rate increase
but advising that Lone Star Gas would reduce their request from
25% to 12%$. Discussion followed. Councilman Knox moved that
Ordinance No. 195, granting an 11% increase in rates to Lone Star
® Gas,-be passed, approved and adopted; seconded by Councilman
Drummond. Motion carried unanimously. (Said Ordinance is attached
hereto and made a part hereof.)

Expenditure of Revenue Sharin Funds was next discussed. The
Council was advise that $5,818 has been received and placed in
a special account in the First National Bank in Grapevine. Council-
man Knox moved that $1,500 be spent for traffic and street signs,'
$2,400 be spent to replace the tank on the Fire Department tank
truck, and the balance be used to purchase a C.D.; seconded by
Councilman Drummond. Motion carried unanimously.
Councilman Knox moved that all bills presented be approved for pay-
ment; seconded by Councilman Nunn. Motion carried unanimously.
Changing the time for holding Municipal Court was next discussed.
Councilman Nunn moved that this matter be tabled to the next reg-
ular Council meeting; seconded by Councilman Knox. Motion carried
unanimously.
Mayor Booker advised the Council of various meetings being held in
the area pertaining to municipal government. Councilman Nunn vol-
unteered to attend the NCTCOG General Assembly January 24th.
City Engineer Gene Worrell of Carter & Burgess addressed the Council
regarding the establishment of priorities in the extension and en-
largement of certain water mains as called for under the 1972 Bond
Issue. The following was determined: A. 6" line around Jellico
Circle and along Johnson Road. B. A line sufficient for fire pro-
tection in the southeast corner of the City at Continental Boulevard
and Kimball Avenue where the gas tank farms are located. Mr. Worrell
advised he would bring back cost estimates to the Council.
Councilman Knox moved that Water Engineer Jimmy Alewine of Carter &
Burgess be authorized to commence work, advertise for bids, on the
overhead water storage tank and 12" line with it; seconded by Council-
man Nunn. Motion carried unanimously.

Discussion followed placement of the bond money/at ABC. Following
such discussion, the Council agreed to make a decision at a later
date. Mayor Booker instructed the City Secretary to post notice
for a special meeting called January 23rd at 7:30 P.M. at City Hall
for such purpose.
There being no further business, the meeting adjourned.

AN ORDINANCE FIXING AND DEi'MCMING THE GEML SERVICL RATE
TO BE CHARGED FOR SUM OF NATURAL GAS TO RESIDENTIAL AND
COMMCIAL CONSUMERS WITHIN THE CITY LIMITS OF
SOUTRIAKE TARRANT COUNTY,
TEXAS, AND PROVIDING FOR THE NANNER IN WHICH SUCH RATE MAY BE
CHANGED, ADJUSTED AND AMENDED. i.
BE IT ORDAINED BY THE CITY COUNCIL OF ME CITY OF BOVMM:
SECTION 1. Effective with the first gas bills rendered from
'I and after thirty (30) days from the date of final passage of this ordi-
nance, the maximum general service rate for sales of natural gas ren-
dered to residential and commercial consumers within the city limits of
Southlake by Lone Star Gas Company, a Texas corporation,
its successors and assigns, is hereby fixed and determined as follows:
First 1,000 cu. ft. or fraction thereof $2.433 Gross; $2.19 Net
Next 2,000 cu. ft. @ $1.444 per Mef Gross; $1.30 per Mef Net
Next 7,000 cu. ft. @ 1.133 per Mef Gross; 1.02 per Mcf Net
Next 15,000 cu- ft- @ -944 per Mcf Gross; .85 per Mcf Net
Next 25,000 cu. ft. @ .822 per Mcf Gross; .74 per Mcf Net
All Over 50,000 cu. ft- @ .767 per Mef Gross; .69 per Mef Net
No gas bill will be rendered to any residential or commercial consumer
i served under the above rate not consuming any gas during any monthly bill-
~ng'period.
ADJUSTEM
The amount of each net monthly bill computed at the above-stated
rates shall be subject to the following adjustments: Plus or minus the
amount of any increase or decrease, respectively, above or below the 42.5
cents per Mcf level in the intracompany city gate charge as authorized by
the Railroad Commission of the State of Texas or other regulatory body hav-
ing jurisdiction for gas delivered to Lone Star Gas Company's distribution ~
system for sale to residential and coa~ercial consumers where such changes
are caused by increases or decreases in the cost of gas purchased by the h
Company; plus an amount equivalent to the proportionate part of any new tax,
or increased tax, or any other governmental imposition, rental, fee or charge
(except state county, city and special district ad valorem taxes and taxes
on net income levied, assessed or imposed subsequent to April 1, 1972, upon
or allocable to the Company's distribution operations, by any new or amended
law., ordinance or contract. Each gross monthly bill shall be adjusted pro-
portionately. Company,, at its option, may forego the application of any

adjustment if such adjustment would result in an increase in the monthly
bill; however, failure of Company to apply any adjustment shall not can-
stitute a waiver of Company's right from time to time, or at any time, to
make any adjustment, in whole or in part, in any subsequent current monthly
bill that may be applicable to such bill.
Net rate shall apply to all bills paid within ten days from
monthly billing date; gross rate shall be applicable thereafter.

The above rate is applicable to each residential and commercial
consumer per meter per month or for any part of a month for which gas is
used at the same location.
In addition to the aforesaid rates, Company shall have the right
to collect such reasonable charges as are necessary to conduct its business
and to carry out its reasonable rules and regulations in effect.
SECTi 2. The rate set forth in Section 1 may be changed and
amended by either the City or Company furnishing gas in the manner pro-
vided by law. Service hereunder is subject to the orders of regulatory j
bodies having jurisdiction, and to the Company's Rules and Regulations
currently on file in the Company's office.
SECTION 3. It is hereby found and determined that the meeting
' at which this ordinance was passed was open to the public, as required by
Texas law, and that advance public notice of the time, place and purpose
of said meeting was given.
