Item 4G - Staff ReportCase No. ZA20-0005 & ZA20-0007 S T A F F R E P O R T November 24, 2025 CASE NO: ZA20-0005 & ZA20-0007 PROJECT: Variance to Expiration and Plat Extension – Preliminary Plat and Final Plat for Lots 1-7, Block 1, Stanfield Addition (fka Wheelhouse Addition) EXECUTIVE SUMMARY: Texas Wheelhouse, LLC is requesting approval of a Variance to the Subdivision Ordinance No. 483, as amended, Section 4.01.I, "Expiration of Plats" and a plat extension for the Preliminary and Final Plats for Lots 1-7, Block 1, Stanfield Addition (aka Wheelhouse Addition) on property described as Tracts 6C01A, 6C02, 6C and 6C03, Jesse G. Allen Survey, Abstract No. 18, City of Southlake, Tarrant County, Texas and located at 880 – 950 Davis Boulevard (F.M. 1938), Southlake, Texas. Current Zoning: "S-P-1" Detailed Site Plan District. SPIN Neighborhood #11. DETAILS: The applicant is requesting approval of a plat extension, per the Subdivision Ordinance No 483, as amended, Section 4.01.I, “Expiration of Plats”, for the Preliminary and Final Plats for Lots 1-7, Block 1, Stanfield Addition (fka Wheelhouse Addition). A Preliminary Plat expires 2 years after approval if a Final Plat is not approved and filed in the County Plat records and a Final Plat expires 1 year after approval if not filed in the County Plat records. The Preliminary Plat was approved on February 18, 2020, and City Council granted an extension to February 20, 2022, then to June 8, 2023, then to August 1, 2024, and then to June 18, 2025. The Final Plat was approved on February 20, 2020, and City Council granted extensions to February 20, 2022, then to June 8, 2023, then to August 1, 2024, and then to June 18, 2025. If approved, both plats will remain valid until December 2, 2026. The project is currently under construction and is anticipated to be completed in the summer of 2026. The applicant is requesting a 1-year extension from the date of City Council action. Allen Survey, Abstract No. 18 LAND USE CATEGORY: Mixed Use, 100-Year Floodplain CURRENT ZONING: "S-P-1" Detailed Site Plan District HISTORY: - The existing home at 950 Davis Boulevard was built in 1972 (Source: TAD). - The property was annexed into the City in 1987 and given the “AG” Agricultural zoning designation. - A Zoning Change (ZA93-007) from “AG” Agricultural District to “I-1” Light Industrial District was approved April 20, 1993 for the existing tracts at 880 Davis Blvd. - A previous home at 900 Davis Blvd. was removed around 2014. - A Zoning Change and Site Plan for The Wheelhouse (ZA19-0033) from "I-1" Light Industrial District and “AG” Agricultural District to "S-P-1" Detailed Site Plan District and "I-1" Light Industrial District was approved by City Council on September 3, 2019. - A Preliminary Plat for The Wheelhouse (ZA20-0005) was approved February 18, 2020. - A Final Plat for Lots 1-7, Block 1, Stanfield Addition (aka Wheelhouse Addition) (ZA20-0007) was approved February 20, 2020. - A Zoning Change (ZA22-0029) amending the uses of the “S-P-1” Detailed Site Plan was approved by City Council on September 6, 2022 and permitted the following: 1) Added limited “C-2” Local Retail District uses (cumulatively includes C-1 and O-1 uses) on Lot 2, Building 2 and Building 1A of Lot 1. These are the two buildings facing Davis Blvd. 2) Allowed the two existing industrial buildings on the north side of the site to be removed, rather than renovated as previously approved and permit a new building, shown as Building 1B, roughly the same size and proportions as the two existing buildings. - A Zoning Change and Site Plan for the Wheelhouse (ZA23-0078) was approved by City Council on February 20, 2024 for a “Private Club; shall include individual wine storage (no alcohol sales); to be permitted only in Building 2, and Limited to 10,000 sq. ft.” with no other changes to the Zoning Change, Site Plan, and noting variances as previously approved.
