Subject: Approve an Engineering Services Agreement with Bartlett &
West, Inc. to provide engineering design, inspection, and
construction phase services for the Repainting of the Dove
Elevated Storage Tank in an amount not to exceed $390,000.
Action
Requested: Approve an Engineering Services Agreement with Bartlett & West,
Inc. to provide engineering design, inspection, and construction
phase services for the Repainting of the Dove Elevated Storage Tank
in an amount not to exceed $390,000.
Background
Information: The Dove Elevated Storage Tank (EST) was originally constructed
in 1986 and provides water supply and pressure to the north side of
the City’s low-pressure plane. The City inspects all its water storage
tanks on an annual basis to ensure the protective coatings have not
been compromised. The Dove EST was last repainted in 2006.
Proactive replacement of protective coating systems safeguards the
existing structural steel structure from unnecessary corrosion and
degradation, prolonging the usable service life of the tank. Recent
inspections have indicated the paint on the Dove EST is starting to
wear and requires repainting.
Under this agreement, Bartlett & West, Inc. will provide full
engineering design, inspection, and construction services to repaint
the Dove EST. The agreement includes: pre-design inspection of the
tank to verify all components of the tank meet or exceed current
regulations; design phase services to specify proper paint coatings,
linings and structural steel replacement details, yard piping and valve
replacement details as necessary; franchise coordination with the
various cell providers to eliminate impacts to service during
construction; resident construction inspection services to verify
cleaning, painting and structural steel replacement meet industry
standards; coordination with the Federal Aviation Administration
(FAA) including; any FAA permitting that may be required; and
construction administration services.

Coordination for the art elements of the repainting is also included in
the scope of services. This includes working with City staff and the
appropriate stakeholders to finalize the branding elements that will
be applied to the tank, preparing scaled layout drawings, and
coordinating color selections.
The agreement for these services is not to exceed $390,000. This
project is aligned with Comprehensive Plan Objective 10.6.
Inspection, design, and franchise coordination is expected to be
complete by summer of 2026 with construction expected to begin in
early 2027 to minimize impacts to the water supply.
Financial
Considerations: This ESA is not to exceed $390,000. Funding for this agreement is
budgeted in the approved FY 2025 Utility Fund. This award is within
the project budget. These services include inspection and cleaning,
rehabilitation design, engineering services, construction phase
services, resident project inspection, and franchise utility
coordination.
Strategic Link: This item links to the City’s Strategy Map strategic focus area of
Infrastructure and Development. It specifically relates to the City’s
Objective, F2: Investing to Provide and maintain High-Quality Public
Assets.
Citizen Input/
Board Review: No formal citizen input or board review has been completed for this
item. As the design progresses, staff will work with the City Council
to ensure the final graphic concept aligns with the City’s established
branding and standards.
Legal
Review: The proposed agreement is a standard agreement that the City
Attorney has reviewed and approved.
Alternatives: The City Council may approve or deny the contract.
