Item 8 - Staff ReportCase No. ZA25-0069 S T A F F R E P O R T November 14, 2025 CASE NO: ZA25-0069 PROJECT: Site Plan for White’s Chapel Methodist Church EXECUTIVE SUMMARY: Brent Kline of Kline Hardin, on behalf of White’s Chapel Methodist Church, is requesting approval of a Site Plan on property described as Lot 1R, Block 1, White Chapel Methodist Church Addition and located at 185 S. White Chapel Boulevard. Current Zoning: “CS” Community Service District. SPIN Neighborhood #9. DETAILS: The property is located at the southeast intersection of White Chapel Boulevard and Southlake Boulevard. The purpose of this request is to seek site plan approval to construct a new 9,942 square foot, two-story structure. The proposed structure would be intended to replace the existing resource building (classroom facility) and maintenance building with a new singular building that would serve both functions. The proposed changes to the site will also result in the elimination of 17 standard parking spaces but will not affect the number of ADA parking spaces. The property will still comply with minimum parking requirements after the reduction in spaces. Public/Semi‐Public areas are suitable for a wide range of public, civic, and religious uses, such as government offices and facilities, public and private schools, churches and related facilities (including parsonage and parochial schools), cemeteries, and Public Parks/Open Space uses in conjunction with these developments. Pathways Master Plan & Sidewalk Plan There is an existing 6’ sidewalk along the east side of S. White Chapel Boulevard and an 8’ sidewalk along the south side of E. Southlake Boulevard. PLANNING AND ZONING COMMISSION ACTION: The Planning & Zoning Commission action is scheduled to occur at their November 20, 2025 meeting. CITY COUNCIL ACTION: The City Council is scheduled to take action on this item at their December 2, 2025 meeting.
