Subject: Item 6 Overview – The Overlook
Purpose:
Review, discuss, and make recommendations The Overlook office building of the Willow Tree
Gardens development located at 240 N. Carroll Avenue. The applicant has provided a site plan
and elevations for a three-story 27,179 square-foot office building for the Corridor Planning
Committee to review.
Property Details:
The property encompasses approximately 1.98 acres located east of N. Carroll Avenue and north
of E. Southlake Boulevard. The current zoning is “TZD” Transition Zoning District and the future
land use is Office Commercial.
Site Detail:
“The Overlook” is an office building component proposed to front N. Carroll Avenue. The Overlook
Site Plan Regulations provide that the building is to permit “O-1” Office District uses, a bank with
a drive-thru window, and a private club use. The proposed maximum building height is three
stories, and the proposed maximum floor area is 27,179 square feet. The original details of this
building were approved with a previous zoning change and development plan (ZA23-0072). The
structure is set back 90’ from the existing adjoining residential neighborhood to the north. Parking
will be provided at a ratio of one space for every 363 square feet of space and will be provided
through a dedicated off-street parking lot.

Summary of Proposal:
The applicant is proposing a site plan for The Overlook to construct a three-story 27,179 square-
foot office building in the “TZD” zoning district of the Willow Tree Gardens development at 240 N.
Carroll Avenue.
Zoning History:
The history of the subject tract is as follows:
• The “AG” zoning was placed on the entirety of the property upon the adoption of the first
zoning ordinance.
• For the portion of the property zoned “SF-1A”, the property was zoned “A-3”, an obsolete
single family zoning category, on June 5, 1979. It was rezoned to “SF-1” on August 19,
1986. “SF-1A” zoning was placed on the property with the adoption of Zoning Ordinance
No. 480 in 1989.
• Three homes are currently existing among the three tracts, and the properties are
unplatted.
• May 21, 2024; A Zoning Change and Development Plan, approving change of zoning
from “AG” Agricultural District and “SF-1A” Single Family Residential District to “TZD”
Transition Zoning District with approved “Development Plan D” for a project
encompassing a single-family residential component and an office building component.
The two developments are The Overlook and Willowtree Gardens (ZA23-0072).
• May 21, 2024; City Council approved a Land Use Plan amendment from “Medium
Density Residential” to “Office Commercial” for The Overlook (CP24-0001).
Transportation:
The subject property is bounded by N. Carroll Avenue to the east. N. Carroll Avenue is a fully
developed four lane divided arterial with 100’ of right-of-way.
Master Pathways Plan:
The Pathways Plan calls for a 5 foot minimum sidewalk along the west side of N. Carroll Avenue.
The applicant is proposing a 5’ sidewalk along their developed portion of Carroll Avenue and has
noted to construct a 5’ sidewalk north to Ownby Lane to connect the development to Southlake
Town Square.

Southlake Comprehensive Land Use Plan:
The underlying land use designation is Office Commercial.
Purpose: The Office Commercial
category is a commercial category
designed and intended for the exclusive
use of office and limited office-related
activities.
Definition: It is established for and will
be allocated to those districts best suited
for supporting commercial activity of an
office character. It has been established
to encourage and permit general
professional and business offices of high
quality and appearance, in attractive
landscaped surroundings with the types
of uses and design exterior appearance so controlled as to be generally compatible with existing
and future adjacent and surrounding residential development. Properties with this designation
may serve as a transition between established residential neighborhoods, major roadways, and
retail development.
Zoning:
The current zoning on the property is
“TZD” Transitional Zoning District.
