Carroll Sanitary Sewer, Water and Drainage Easement Encroachments Dear Mr. Alumbaugh, In response to your request, the City of Southlake Public Works Department has reviewed the encroachment agreement for the placement of a screening wall within the sanitary sewer, water and drainage easements. The encroachment agreement is scheduled for the November 18, 2025 City Council meeting. Upon approval from City Council, this letter is intended to represent the City’s approval for the proposed screening wall encroachment into the sanitary sewer, water and drainage easements with the following requirements: ownership and maintenance of the proposed screening wall improvements will be the responsibility of the property owner and not the city. It shall also be noted that per the executed encroachment agreement, the city shall not be responsible for any damage to the screening wall if the city is required to perform maintenance on the sanitary sewer, water, and/or drainage pipe.
