ZONING BOARD OF ADJUSTMENT MEETING: October 30, 2025

Regular Session - City Council Chambers of Town Hall
Members Present: Board members: Clinton Snead – Place 1, Ryan Peabody – Alternate 1,
Frank Bernardo- Alternate 2, and Mark Harris – Alternate 3.
Members Absent: Board members: Jeff Medici – Chairman, David Treichler – Vice Chairman,
Trey Verbick – Place 3, Heather King – Place 4 and Al Karmali – Alternate 4.
Staff Present: Director of Planning Dennis Killough, Principal Planner Wayne Powell, Planner
Cyndi Cheng, and Board Secretary Denia Reyes.
REGULAR SESSION:
1. Call to Order: Acting Chairman Snead called the Regular Session to order at 6:33 P.M.
2. Approval of the Minutes: Acting Chairman Snead opened the discussion of the minutes
of the Zoning Board of Adjustment meeting for September 11, 2025.
A motion was made to Approve the minutes of the Zoning Board of Adjustment for meetings
September 11, 2025.
Motion: Harris
Second: Bernardo
Ayes: Peabody, Bernardo, Harris, Snead
Nays: None
Abstain: None
Vote: 4-0-0
Motion: Approved
3. Administrative Comments: Director of Planning Dennis Killough announced that the next
meeting scheduled is November 13, 2025.

4. Consider: ZBA25-0014, Special Exception Use per Zoning Ordinance No. 480, as
amended, Section 44.12(2), for the construction of accessory buildings or structures of a size or
aggregate size greater than permitted on property described as Lot 17, Block 3, Southlake Meadows
Phase 1, and located at 901 Charleston Drive, Southlake, Tarrant County, Texas. Current Zoning:
“RPUD” Residential Planned Unit Development District. PUBLIC HEARING
Planner Cyndi Cheng presented details of the case with a slide show presentation to the Board.
Clayton Coffee and Manisha Mehta are seeking approval for a Special Exception Use to construct
a detached, covered pool cabana of approximately 900 square feet that includes a bathroom and
storage room. The property, which totals 41,553 square feet (0.954 acre), currently has no other
accessory structures. Although the proposed Cabana exceeds the maximum permitted aggregate
accessory building size of 600 square feet, it meets all required setbacks—50 feet from the rear
yard and 15 feet from the side yard. An existing stone retaining wall is located to the north and east
of the proposed structure, and a 20-foot tree preservation easement extends along the rear of the
property. The cabana will also be architecturally consistent with the existing main residence.
The applicants Clayton Coffee and Manisha Mehta, once sworn in, presented testimony, and
answered questions from the Board.
Acting Chairman Snead asked if there were those in the audience who wished to speak in support
of the request.
There being none, Acting Chairman Snead asked if there were those in the audience who wished
to speak in opposition to the request.
There being none, Acting Chairman Snead closed the public hearing and opened the item for
discussion from the Board.
A motion was made to Approve case ZBA25-0014 with the following condition:
Permit Submittal must substantially confirm with the plans presented tonight.

5. Meeting Adjournment: Acting Chairman Bernardo adjourned the meeting at 7:30 P.M.
