Carroll Avenue BOARD OF ADJUSTMENT MEETING March 13, 1997 7:05 p.m. MEMBERS PRESENT: Fred Joyce, Chairperson; Art Sorenson, Vice Chairperson; Ron Troy, Sally Hall, William (Bill) Kemp, Alternate #1. MEMBERS ABSENT: Karen Cenki, John Smart, Alternate # 2. STAFF PRESENT: Stefanie Sarakatis, Zoning Assistant; Jean Bryson, Secretary. Agenda Item #2 Approval of the Minutes. With no objections the minutes of the January 16, 1997 meeting were deemed approved by the Chair as presented. Agenda Item #3 Administrative Comments. Ms. Stefanie Sarakatis, Zoning Assistant, reported there is a scheduled meeting for April 10th. Agenda Item #4 ZBA Case # 268 , Special Exception Use Permit ZBA Case # 268 a request for Special Exception Use Permit Per Ordinance No. 480, §44.12(7) for one (1) portable building, for a period of three (3) years, to be used as a temporary facility for children attending the school. Also to be considered are requests for waivers of permanent foundation, eighty percent (80%) masonry, and additional hard surfaced parking requirements. The location is 1325 N. White Chapel Blvd., and legally described as Lot 1 Peck Addition and being approximately 2.832 Acres. The proposed building will be approximately 1,536 square feet. The current zoning is "CS" Community Service District. The applicant is The Clairden School and the Owner Liana Baccus. Ms. Sarakatis, Zoning Assistant, reported that eight (8) notices were sent to property owners within 200 feet and no response to the request Public Hearing. Johnny Campbell, representing the Clairden School Development Committee, was present to request that a permit be granted for a temporary portable building for a period of three (3) years. Mr. Campbell said the school is embarking on a five-year development plan to Zoning Board of Adjustment Meeting Page 2 March 13, 1997 Agenda Item # 4 continued. accommodate the program expansion and is currently looking for a larger parcel of land in the community to provide for the school's future growth. Mr. Campbell further said the first step of this expansion is to accommodate the children attending Clariden by providing a temporary portable building on the South side of the existing permanent school building. Mr. Campbell presented pictures and brochures to the board similar to the outside and interior of the proposed building. Mr.Campbell said the new exterior would match the existing building and the use of the request would be for two additional class rooms and a library. Ms. Liana Baccus, Owner, reported there are 80 students 3 to 13 yrs of age enrolled and an increase of 20 making a total of 100 students. Ms. Baccus said, the school provides more area per student than is required. Ms Janet Murphy, 1313 N. White Chapel Blvd., was present, said the buffer for the school is on her property and she is not objecting to the request but would prefer the building be on the North side instead of the South. Mr. Campbell, said the reasons for positioning the building on the South are: 1. Drop Down 2. Hard Surface for Children to play 3. Septic There was no other person wishing to speak either in favor or in opposition of the request. Public Hearing Closed. Pursuant to the finds set forth in this case, a motion was made to Grant a Special Exception ZBA Case # 268 as requested.
