Mr. Wright, Zoning Administrator, reported the next Zoning Board of Adjustment meeting is
February 24, 2000 (5 cases).
Mr. Barry Knight asked that Case No. 338 be delayed.

Agenda Item # 5 Case ZBA No. 339, Variance
ZBA Case No. 339 Variance to Ordinance No. 480, Section 33.5.a, restricting the overall height
of a church building when attaching a spire/steeple on or above the roof level of the building
from exceeding fifty (50) feet. The applicant is requesting to have a church steeple with a height
of seventy-five (75) feet placed on a roof on a building with a height of sixty (60) feet measured
from the lowest grade to the peak of the roof, for a church building with an overall height of one
hundred thirty-five (135) feet, measured from the lowest grade. A Variance to Ordinance No.
480, Section 8.5.a., requiring that a building in the "CS" Community Service District not exceed
two and one-half (2'/2) stories, nor exceed thirty-five (35) feet in height as defined by the
Uniform Building Code will also be considered. The applicant is requesting to have a sanctuary
with a height of forty-seven (47) feet as defined by the Uniform Building Code measured from
the lowest grade. Location: East side of South White Chapel Boulevard approximately 300'
south of East Southlake Boulevard (F.M. 1709)., being legally described as Tracts 5G, 5G1, and
5H situated in the O.W. Knight Survey, Abstract No. 899, and Lot 1, Block A, White Chapel
Methodist Church Addition, an addition in the City of Southlake, Tarrant County, Texas,
according to the plat recorded in Volume 388-204, Page 12, Plat Records, Tarrant County, Texas,
and being a total of approximately 15.53 acres. Current zoning is "CS" Community Service
District. Owner/applicant is White's Chapel Methodist Church.
Mr. Wright reported there were 14 (fourteen) notices were sent to property owners within 200
feet and there was one (1) response in favor to the request.
Public Hearing.
Kos Maykus, representing White Chapel Methodist Church, was present requesting a variance to
the overall height of the church building.
Mr. Greg Sanderson spoke in favor to the request.
There was no other person wishing to speak either in favor of or in opposition to the request.
Public Hearing Closed.
The findings were stated by Mr. Minder.

Agenda Item # 4 Case No. ZBA-338, Appeal
ZBA Case No. 338 and appeal of the Administrative Official's decision regarding the
conformance of a rezoning/site plan request for a Quiktrip gas station (Case ZA 99-130) to the
requirement of Ordinance No. 480, Section 45.10 that all gasoline service stations on the F.M.
1709 corridor shall be located at signalized arterial intersections as defined in the city's Master
Thoroughfare Plan. Location: southwest corner of East Southlake Boulevard (F.M. 1709) and
Commerce Street, being legally described as Lot 1 and the northern portion of Lot 2, Block B,
Commerce Business Park, an addition to the City of Southlake, Tarrant County, Texas, according
to the plat recorded in Volume 388-214, Page 60, Plat Records, Tarrant County, Texas, and being
approximately 2.1559 acres. Current zoning is "I-1" Light Industrial District. Applicant: The
Hoover/Klein Group, Inc., for Quiktrip Corporation. Owner: J.R. Stacy.
Mrs. Gandy, Zoning Administrator, gave a brief summary for her decision.
Ms. D'Ann Drennan, City Attorney, asked that the records reflect that the Board Members have
before them both the city's Master Thoroughfare Plan and the language from Zoning Ordinance
480, Section 45.10.
Public Hearing.
Mr. Barry Knight, representing Quiktrip, was present appealing the Administrative Official's
decision regarding the conformance of a rezoning/site plan request for a Quiktrip gas station to
the requirement of Ordinance No. 480, Section 45.10.
Mr. Knight presented Exhibit "A" and Exhibit "B".
Bryan Klein, applicant, spoke on the arterial intersection, the Master Thoroughfare Plan, and in
support of appealing the Administrative Official's decision..
Steve Walker, representing Quiktrip, spoke about the Traffic Impact Analysis and in support of
the appeal of the Administrative Official's decision.
Mr. Walker presented Exhibit "C" and Exhibit "D".

that the application for rezoning/site plan submitted by the Hoover/Klein Group, Inc. does not
comply with the requirement of Ordinance No. 480, Section 45.10 that all gasoline service
stations on the F.M. 1709 corridor shall be located at signalized arterial intersections as defined
in the city's Master Thoroughfare Plan.
