Item 4E - Memo Item 4E Page 1 of 3 M E M O R A N D U M October 1, 2025 To: Alison Ortowski, City Manager From: Lauren LaNeave, Interim Director of Public Works Subject: Award the construction contract for the Florence Elevated Storage Tank Repaint Project, to O&J Coatings, Inc in an amount not to exceed $925,000. Action Requested: Award the construction contract for the Florence Elevated Storage Tank (EST) Repaint Project to O&J Coatings, Inc in an amount not to exceed $925,000. Background Information: The repainting of an elevated storage tank is a preventative maintenance service intended to preserve and protect City infrastructure. This work will extend the service life of the Florence EST, maintain its appearance, and ensure the City continues to provide high-quality public assets. The Florence Elevated Storage Tank was originally constructed in 2005 and provides water supply and pressure to the high-pressure plane located on the western side of the City between FM 1709 and SH 114. The City inspects all its water storage tanks on an annual basis to ensure the protective coatings have not been compromised. The existing paint on the Florence Elevated Storage Tank is original to its construction. Proactive replacement of protective coating systems protects the existing structural steel structure from unnecessary corrosion and degradation, extending the usable service life of the tank. Recent inspections have indicated the paint on the Florence Elevated Storage Tank is starting to wear and requires repainting. To prepare for this rehabilitation, the City executed an engineering services agreement with Bartlett & West, Inc. in August 2024 that includes on-site inspection services to ensure proper preparation and application of the coating system. Design was completed in July 2025, setting the project on schedule for construction in Winter 2025. This project includes blasting and recoating the tank’s interior and exterior steel surfaces, containment, replacement of the altitude valve, disinfecting and testing the tank, and completing site cleanup Item 4E Page 2 of 3 and restoration as the base bid. The tank will be repainted using the same color and design as its existing appearance, with no new artwork or aesthetic changes. Additive alternates include the replacement of the mixing system, exercise of valves in the process room, containment alteration for uninterrupted SCADA signaling and pressure wash of the concrete pedestal. Together, these improvements will extend the service life of the 1.5-million-gallon tank, ensure compliance with industry standards, and maintain the reliability of the City’s water system. Proposals Solicitation of Proposals for this project began on August 8, 2025, and competitive sealed proposals were received and opened on September 11, 2025. The evaluation criteria for this bid were the proposal price (50%); qualifications of key personnel (10%); similar project experience (10%); quality of goods and services (10%); proposer’s reputation (5); and project delivery schedule (15%). The evaluation of the proposals, qualifications and references led to the recommendation of O&J Coatings, Inc. for this project. The base bid from O&J Coatings, Inc. totaled $675,000 and additive alternate bid items totaling $65,000. Staff are requesting authorization for a total of $925,000 which includes the base bid, the additive alternate bid items and $185,000 in contingency for construction costs that may arise due to unforeseen conditions. Construction is anticipated to begin this winter, with the tank currently scheduled to be off line from January to the end of February 2026, weather permitting, with no disruption to area water service during these low demand months. There is currently over 30 days of buffer for unforeseen delays, and contingency plans have been submitted by the contractor to ensure completion by May 1, 2026. Item 4E Page 3 of 3 Financial Considerations: Funding for this agreement is budgeted as part of the approved Capital Improvements Program via the Utility Fund.
