Mr. Clayton Reed provided the invocation. Mayor McCaskill led the pledges of allegiance
to the United States and Texas Flags.
3. HONORS & RECOGNITION: PROCLAMATION CELEBRATING 30 YEARS IN
BUSINESS - MEDICA HEALTH MANAGEMENT
Medica Health Management CEO Carmen Santiago and President Darwin Bruce were
honored by the Mayor and Council for celebrating 30 years in business.

4. HONORS & RECOGNITION: PROCLAMATION RECOGNIZING OCTOBER AS
PERSONS WITH DISABILITIES HISTORY AND AWARENESS MONTH
Community Services Director David Miller introduced members of the newly formed
Advisory Commission on Persons with Disabilities. In honor of Persons with Disabilities
History and Awareness Month, he highlighted the Commission’s focus on enhancing the
quality of life for all residents and visitors. The Mayor and Council honored the
Commission with a proclamation.
5. COMPREHENSIVE PLAN UPDATE
Economic Development and Tourism Director Daniel Cortez and Interim Public Works
Director Lauren LaNeave provided an overview and timeline for updates to the City’s
Comprehensive Plan.
Mayor McCaskill opened a public forum at 6:14pm.
David Dowd, 2900 Hill Castle Ln, spoke about drainage concerns.

6:18pm.

consultation with city attorney; Section 551.072, deliberation regarding real property; and
Section 551.087, deliberation regarding economic development negotiations. The City
Council adjourned for Executive Session at 6:30pm. Executive Session began at 6:40pm
and concluded at 7:32pm.

be permitted uses provided that a Specific Use Permit (SUP) with a Site Plan and
elevations be submitted and approved by the City Council at a future date.
As it pertains to Circulation on the site:
- That traffic calming measures such as parallel parking, landscape islands and
enhanced paving at pedestrian crossings along Promenades A & B be installed
subject to approval from our Public Works Director.
- Approving the golfcart parking spaces as depicted on the development plan.
As it pertains to Lot 1 (or the Hotel Lot):
- The future hotel within the development will be a full-service hotel as described in
the City’s Future Land Use Plan and the Development Standards provided by the
applicant.
- Allowing an entertainment venue, traditional retail and restaurant uses, subject to
future Site Plan or SUP approval.
As it pertains to Lot 2:
- A 10-foot masonry wall will be installed adjacent to the loading dock area along
with tall, as in being 4-ft. at maturity, evergreen shrubs.
- A 6-foot masonry screen wall and continuous row of tall, as in being 4-ft. at
maturity, evergreen shrubs will be installed adjacent to W. Kirkwood Blvd. as
depicted on the Landscape Plan to provide additional screening.
- Noting a continuous row of tall, as in being 4-ft. at maturity, evergreen shrubs
around the detention pond to provide screening from State Highway 114 as
depicted on the Landscape Plan.
As it pertains to Lot 3:
- Allowing the use of a drive-thru to be only for a financial or banking use, with the
drive through canopy also serving as a fully furnished outdoor patio on the second
level of the office building.
- On the pad site adjacent to N. White Chapel, a continuous row of tall, as in being
4-ft at maturity, evergreen shrubs is to be installed to provide screening along N.
White Chapel and the shared drive with Lambert Homes as depicted on the
Landscape Plan.
As it pertains to all homes:

- Noting the setbacks for all residential lots will be 25-feet in the front, 8-feet for the
side, and 30-feet for the rear.
- No more than two front home elevations shall be similar and shall be separated by
at least 4 homes on the same street.
As it pertains to homes on Lot 4:
- Lot 4 detached single family residential lots shall have a minimum lot width of 83
feet, a minimum lot depth of 145 feet and a minimum lot area of 12,000 square
feet.
As it pertains to homes on Lot 5:
- Lot 5 detached single family residential lots shall have a minimum lot width of 80
feet, a minimum lot depth of 125 feet and a minimum lot area of 10,000 square
feet.
As it pertains to the Phasing of this project:
- Approved as presented this evening.
For the Maintenance of the development:
- The applicant agrees to submitting CC&R’s to the City prior to final plat recording
for City Attorney review ensuring maintenance in perpetuity of all open space and
amenities in the commercial and residential portions of the development and filed
in the County records as described in the Open Space Standards and
Management Letter.
Also noting the following:
- Approval of landscape planting of no more than 50% tree plantings be Live Oak
trees, with the remainder of the tree plantings be variations of oaks.
- Approval of commercial portion of the project, delivery hours to be the same as
outlined for Central Market.
- Approval of no more than (7) forward facing garages between Lots 2-14 on the
south portion of residential.
- Approval of a reduction of 12-feet additional space for residential on the west side
of Lots 18 and 22, from the internal park area, as depicted this evening.
- Applicant has agreed to limiting the construction traffic to access the project from
State Highway 114, after the completion of improvements related to White Chapel
and the approach to Kirkwood tie-in.
- The proposed “Gas Station” use has been removed.

Motion was made to approve Item 6C, Ordinance No. 480-839, ZA25-0057, 2nd Reading,
Zoning Change and Concept Plan for 1835 Shady Oaks on property described as Tract
1A01B, James J. West Survey Abstract No. 1620, City of Southlake, Tarrant County,
Texas and located at 1835 Shady Oaks Drive, subject to the Staff Report dated October
13, 2025, and Concept Plan Review Summary No. 3, dated September 12, 2025, and
noting the following:
- Approving the zoning change and concept plan for an approx. 21-acre
development with 27 single-family residential lots changing the zoning from “AG”
Agricultural District to “SF-20A” single family residential district as presented, and
approving the following:
- The requested side yard setback reductions adjacent to a street for corner
lots with a minimum setback of 15 feet along the side street on corner lots,
except for Lot 3, which shall have a 25 foot side yard setback.
- That the front yard setbacks on the cul-de-sac lots shall be the required 35
feet minimum but may be greater to achieve a 100 foot lot width measured
along the building line, as shown. The streets and side/rear lot lines shall
generally be configured as shown on the Concept Plan, allowing for some
flexibility to save specific trees, but shall meet the minimum district
requirements.
- That the access to and from State Highway 114 shall be gated for the
exclusive use of the residents of this development and all Emergency
Service vehicles. A private street lot has been provided for such use, and
this lot, and the paving/walls/gates associated with it, shall be maintained
by the HOA.

- And that the cul-de-sacs shall be the standard 100 foot diameter paving
from back of curb to back of curb in a 110 foot diameter street right-of-way,
where the minimum is typically 120 feet, with a perimeter 5 foot pedestrian
access, drainage, and utility easement.
- Also noting the following:
- Applicant has agreed to ensure a minimum lot size of 30,000 square feet
for Lots 25, 26, 1, 9 and 10, while maintaining a minimum 20,000 square
feet for the remainder lots.
- Applicant has agreed to work with and at the approval of the Director of
Planning and Development Services and the Landscape Coordinator to add
landscaping in the buffer yard along the Shady Oaks perimeter of the
property to install a comprehensive landscape buffer with the HOA to
maintain the said landscaping.
