WORK SESSION:
1. CALL TO ORDER: 6:00 P.M.
2. Executive Session: Pursuant to the Open Meetings Act, Chapter 551, Texas Government Code,
Sections 551.071. Refer to posted list attached hereto and incorporate herein. Executive Session
may be held, under these exceptions, at the end of the Regular Session or at any time during
the meeting that a need arises for the Planning and Zoning Commission to seek advice from
the City Attorney as to the posted subject matter of this Planning and Zoning Commission
meeting. Section 551.071: Consultation with attorney.
No Executive Session was held.
3. Recap of the City Council’s action and discussion on Planning & Zoning recommended cases.

process.

5. CONSIDER: APPROVAL OF THE MINUTES FOR THE PLANNING AND ZONING
COMMISSION MEETING HELD ON SEPTEMBER 4, 2025
A motion was made to approve Item 5 on the agenda.

6. Consider: CP25-0003, Amendment to the City of Southlake Consolidated Future Land
Use Plan, an element of the Southlake Comprehensive Plan, for 1835 Shady Oaks, on
property described as Tract 1A01B, James J. West Survey Abstract No. 1620, City of
Southlake, Tarrant County, Texas and located at 1835 Shady Oaks Drive. Current
Underlying Land Use Designation: “Office Commercial”. Requested Underlying Land Use
Designation: “Medium Density Residential”. SPIN Neighborhood #5. PUBLIC HEARING
Principal Planner Wayne Powell provided a formal presentation of Item 6. Questions were
asked.
The applicant, Curtis Young with Sage Group, 1130 N. Carroll Ave., Southlake, Tx., was
present. Questions were asked.
Chairman Kubiak opened the public hearing. Seeing no one Chairman Kubiak closed the
public hearing.
A motion was made to approve Item 6, CP25-0003 subject to the Staff Report dated
September 12th, 2025, noting the applicant plans to provide a rendering of the finished buffer
wall with landscape features.

property described as Tract 1A01B, James J. West Survey Abstract No. 1620, City of
Southlake, Tarrant County, Texas and located at 1835 Shady Oaks Drive. Current Zoning:
“AG” Agricultural District. Requested Zoning: “SF-20A” Single Family Residential District.

Principal Planner Wayne Powell provided a formal presentation of Item 7. Questions were
asked.
The applicant, Curtis Young with Sage Group, 1130 N. Carroll Ave., Southlake, Tx., was
present. Questions were asked.
Chairman Kubiak opened the public hearing. Seeing no one Chairman Kubiak closed the
public hearing.
A motion was made to approve Item 7, ZA25-0057 subject to the Staff Report dated
September 12th, 2025, and the Concept Plan Review Summary No.3 dated September 12th,
2025, and requesting that the applicant provide a drawing of the finished buffer wall with
landscape features for the upcoming City Council meeting and granting the requested
variances.

Tx., came forward. Questions were asked.

Helen Clary,415 Shady Ln, Southlake, Tx., came forward in opposition.

12th, 2025, and the Preliminary Plat Review Summary No. 1 dated September 12th, 2025

A motion was made to approve Item 9, ZA25-0060 subject to the Staff Report dated
September 12th, 2025, and Plat Review Summary No. 3 dated September 12th, 2025, noting
that the city engineering department will review the driveway location and provide the
applicant with their findings.
