MEETING
OVERVIEW:
On January 15, 2025 the Southlake Corridor Planning Committee held
their fiftieth meeting. The Committee was sent a packet of materials prior
to the meeting that were to be discussed during the session. A meeting
agenda was posted, and the meeting time was advertised on the City's
website. The following meeting report focuses on discussion points made
during the meeting by members of the Committee, public and City staff.
This report is neither verbatim nor does it represent official meeting
minutes; rather it serves to inform elected and appointed officials, City
staff, and the public of the issues and questions raised by the Committee,
City staff, and any attendees of the meeting. Interested parties are
strongly encouraged to follow development cases through the process.

ITEM #6 DISCUSSION — Review, discuss, and make recommendations regarding a
proposed use at 600 W. Southlake Blvd., Suite 120.
Staff presentation: Dennis Killough
• Zoning — S-P-1
• Future Land Use —Office Commercial
• Proposed pediatric and adolescent mental health clinic use to be added for
Carrus
Questions for staff by the Committee:
Daniel Kubiak: Remind me what was previously considered and voted on.
Dennis Killough: Passed at P&Z — SUP for a private school — included mental health
care component. City Council was concerned about the operation being located along
Southlake Blvd. given traffic conditions, so the development was denied.
Frances Scharli: The concern was about the safety of the kids rather than the traffic
concerns itself. I agree there is a need for this, but the safety factor is a concern.
Dennis Killough: I would prefer the applicant to address the concerns and potential
changes.
Applicant presentation: John
Questions for applicant by the Committee:
Daniel Kubiak: What is different about this application than before? Staff can you
speak to that.
Applicant: It looked like what we applied for is not what we actually are.
Dennis Killough: They are the only ones that can speak to that.
Daniel Kubiak: Can this be reapplied for in this process?
Dennis Killough: Yes, under a zoning change.
Daniel Kubiak: Asking for a different avenue — zoning vs. SUP.
Magdalena Battles: Did you know there is already a Charis on Southlake Blvd.?
Applicant: I was not aware when we first applied, but I am aware now that there is. But
we are not the same.
Magdalena Battles: Right - it's not the same. The other location is spelled Charis
instead of Carrus, but that is confusing. How are you different from the other location?

Magdalena Battles: I am in favor of this project because there are not many operations
like this in Southlake, and our kids have to go to Fort Worth or beyond. I know there is a
concern for kids escaping and being in danger, but there are safety measures in place
to keep the kids safe.
Daniel Kubiak: Reach out to City Council members individually and let them know
about this new "concept" and removal of the educational purposes.
Frances Scharli: Show City Council members the mechanisms to keep the kids safe.
Frances Scharli: What's the average age of the kids in the program?
Applicant: We start the program at age 8 and it can go up to 17. However, we have not
accepted kids above age 12 recently.

OFFICE COMMERCIAL LAND USE
The Office Commercial category is a commercial category designed and intended for the exclusive use
of office and limited office -related activities. It is established for and will be allocated to those districts
best suited for supporting commercial activity of an office character. It has been established to
encourage and permit general professional and business offices of high quality and appearance, in
attractive landscaped surroundings with the types of uses and design exterior appearance so
controlled as to be generally compatible with existing and future adjacent and surrounding residential
development. Properties with this designation may serve as a transition between established
residential neighborhoods, major roadways, and retail development. Other suitable activities are
those permitted in the Public Parks/Open Space and Public/Semi-Public categories previously
discussed.
