Requested: Approval of Resolution No. 25-035 amending the City Fee Schedule
Background

Information: Each year, the City reviews the Fee Schedule to ensure clarity,
responsiveness to customer needs, and alignment with the cost of
providing services. The review process also ensures fees are
consistent with best practices and financial stewardship.
The following changes are recommended:
• Administrative Services
o Update Building Reservations to align with the Facility
Use Policy: remove Town Hall Foyer from public rental
options; move Bob Jones Nature Center to Parks &
Recreation. (General Fund Revenue)
o Add Notary Fees, per the amounts established in the
Texas Local Government Code. (General Fund
Revenue)
Building Inspection Services
o Add Tree Protection Permit to recover costs for
permitting and required signage. (General Fund
Revenue)
• Planning and Development Services
o Add Public Hearing Signs fee to recover costs
associated with HB 24 (larger, more expensive
signage). (General Fund Revenue)
• Fire Services
o Revise the Electronic Access Control Permit fee to
remain proportional with project complexity. (General
Fund Revenue)
o Increase the Fireworks —Certified Events fee according
to market research. (General Fund Revenue)
• Community Services
o Rename the Catering Kitchen Rental Fee to the Non -
Preferred Caterer Fee to reflect policy changes. (CEDC
Revenue)
o Add Glass Beverage Dispensers as a rental option.
(CEDC Revenue)
o Adjust selected Legends Hall fees to reflect pricing
strategies and policy updates, including a premium
hourly rate for the Aria Amphitheater, price adjustments,
and policy clarifications. (CEDC Revenue)
o Adjust Basketball Court fees to algin with market
conditions and facility utilization trends. (CEDC
Revenue)
o Increase The Fieldhouse and Outdoor Turf fees to
reflect utilization and market rates. (CEDC Revenue)
o Increase Ball Fields and Rectangular Sports Fields fees
to align with market research and provide additional
preference to residents. (General Fund Revenue)
• Police Services
o Remove Fingerprinting fees (service outsourced).
(General Fund Revenue)
o Increase the Solicitation/Vendor Permit fees to offset
rising service costs. (General Fund Revenue)
• Public Works
o Add Customer Service Inspection fee to recover third -
party costs. (General Fund Revenue)
o Increase the Electric Vehicle Charging fee to cover
electricity costs. (General Fund Revenue)
o Increase certain 4-, 6-, and 8-inch categories of the
Damaged Meter and Water Meter fees due to supplier
cost increases; increase Fire Hydrant Meter Deposit
accordingly. (Utility Fund Revenue)
o Add Heavy Metals Drinking Water Analysis fee to meet
customer demands. (Utility Fund Revenue)
o Increase Liquid Waste Hauler Registration fee for
administrative and regulatory compliance costs.

o Remove Backflow Assembly Test Forms (process
improvements). (Utility Fund Revenue)
o Adjust Water and Sewer Tap fees to reflect rising costs.

State regulations are also an important factor that affects the Fee
Schedule. In several areas, the Fee Schedule directly reflects the
relevant statutes. The following laws and authorities regulate municipal
government fees:
Texas Local Government Code
o §214.908 — Public hearing required for certain building
permit fees every 10 years
o §212.906 — Infrastructure fees may not be based on
project value
o §214.907 — Certain residential fees may not be based
on home value
o §284.156 — Maximum amounts for right-of-way
network node fees
o §406.024 — Maximum notary fees municipalities can
charge
o §214.194 & 214.197 — Alarm permit/false alarm fee
limitations and thresholds
Texas Administrative Code
o Title 1, Part 3, establishes the allowable fees for public
information and body camera related fees
Texas Alcoholic Beverage Commission
o Establishes the maximum permit and license amounts
cities can charge for alcohol related permits
Financial
Considerations: The recommended adjustments allow the City to recoup a portion of
operational costs for providing services, while aligning with market
conditions, policy updates, and statutory requirements.
Strategic Link: Supports Strategy Map objectives: F1: Safeguarding the public trust
through a commitment to thoughtful planning and responsible,
conservative financial management and 1131: Achieving strong
outcomes through continual evaluation and pursuit of better practices

A RESOLUTION OF THE CITY OF SOUTHLAKE, TEXAS, AMENDING
RESOLUTION NO. 24-030; PROVIDING THAT THIS RESOLUTION
SHALL BE CUMULATIVE OF ALL PROVISIONS OF RESOLUTION NO.
97-59;94-46, NO.94-61, NO. 95-05, NO. 95-34, NO. 95-50, NO. 96-57, NO.
97-50, NO.97-59, NO.99-07; NO. 99-57 NO.01-149; NO. 06-016; NO. 08-
013, NO. 09-058, NO. 10-052; NO. 11-046; NO. 11-050; NO. 12-044;

WHEREAS, the City Council of the City of Southlake heretofore adopted
Ordinance No. 592 providing for the adoption of fees and revisions thereto from
time to time by resolution; and
WHEREAS, the City Council with Resolution No. 24-030, set a schedule of
fees for certain services; and,
WHEREAS, the City Council has reviewed the Fee Schedule and has
determined that certain fees should be amended in the fee schedule.
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
Section 1. That Schedule of Fees be amended per the attached City of
Southlake Fee Schedule.
Section 2. That this resolution shall be cumulative of all provisions of
Resolution No. 25-035 of the City of Southlake, Texas, except where the
provisions of this resolution are in direct conflict with provisions of such
resolution, in which event the conflicting provisions of such resolution are hereby
repealed.
Section 3. That the fees established herein shall be effective upon passage
of this Resolution and shall take precedence over any fees previously adopted
which are in conflict herewith.

for each permit and license issued by the Texas Alcoholic Beverages Commission (TABC) for premises located
within the corporate limits of the City of Southlake.

New Residential: For one and two family dwellings: new, additions or conditioned areas within accessory
buildings, a new residential permit including Building Permit, Electrical Permit, Plumbing Permit, Mechanical
Permit, Drainage Inspection Fee and Plan Review Fees, the permit fee shall be $50.00 plus $1.00/sf of the to-
tal enclosed area, including living area, garage, storage, attic area that can be converted into living area (area
surrounded by walls). The new residential permit does not include impact fees, as assessed by ordinance.
Residential Remodel & Accessory Building: For other accessory buildings or remodeling space inside
previously permitted space inside a dwelling unit, the permit fee shall be $50.00 plus $0.50/sf, with a mini-
mum of $100.00. Where there is no specific area associated with the remodel, the fee shall be $100.00.
Commercial: For each commercial or non-residential building the permit fee shall be based on the valuation
as specified in the table below. The permit includes Building Permit, Electrical Permit, Plumbing Permit,
Mechanical Permit, Drainage Inspection Fee and Plan Review Fees. The permit does not include Impact Fees,
as assessed by ordinance. Minimum fee shall be $100.00.
