Background Information: The purpose of this item is to request City Council to authorize approval for the City Manager to act on behalf of the City in matters related to grants. Throughout the year, the City actively seeks opportunities to secure funding through federal, state, and private grants to enhance services, programs, and infrastructure for the benefit of the community. The timing of grant announcements and application deadlines often necessitates rapid response and action to meet submission requirements. Authorizing the City Manager or their designee to prepare and submit grant applications throughout the year ensures that the City can respond efficiently and maximize available funding opportunities. Item 413 CITY OF SOUTHLAKE RESOLUTION NO.25-038 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, AUTHORIZING THE SUBMISSION OF GRANT APPLICATIONS THROUGHOUT THE FISCAL YEAR, DESIGNATING THE CITY MANAGER OR THEIR DESIGNEE TO ACT ON BEHALF OF THE CITY IN ALL MATTERS RELATED TO SAID GRANTS; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Southlake, Texas ("City") is a home rule municipality acting under its charter adopted by the electorate pursuant to Article XI, Section 5, of the Texas Constitution and Chapter 9 of the Texas Local Government Code; and WHEREAS, the City actively seeks opportunities to secure funding through federal, state, and private grants to enhance services, programs, and infrastructure for the benefit of the community; and WHEREAS, the timing of grant announcements and application deadlines often necessitates rapid response and action in order to meet submission requirements; and WHEREAS, authorizing the City Manager or their designee to prepare and submit grant applications throughout the year ensures that the City can respond efficiently and maximize available funding opportunities; and WHEREAS, the City Council supports and encourages the pursuit of grants that further the City's strategic goals and priorities. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, THAT: SECTION 1. Authorization The City is hereby authorized to prepare and submit grant applications for various programs as opportunities arise throughout the fiscal year. SECTION 2. Delegation of Authority The City Manager or their designee is authorized to act on behalf of the City in all matters related to the grant applications, including but not limited to signing applications, executing grant agreements, and providing necessary documentation. Item 4B SECTION 3. Compliance Assurance The City affirms that any grant funds received will be used in accordance with the applicable laws, regulations, and grantor requirements, and that the City will provide all necessary matching funds and resources as required by the granting agency, subject to future Council appropriations. SECTION 4. Effective Date This Resolution shall take effect immediately upon its adoption. PASSED AND APPROVED by the City Council of the City of Southlake, Texas, this day of 12025.
