of the City of Southlake Texas, convened in Regular session at
the regular meeting place thereof with the following members present, to-wit:

and moved its adoption. The motion was seconded by Alderman/Councilmember BRUCE Mc COMBS
and the motion carrying with it the adoption of the resolution and order prevailed by the following vote,

The resolution and order are as follows :
Whereas the laws of the State of Texas provide that on APRIL 7 19, 84 there
shall be elected the following officials for this city:

Whereas the laws of the State of Texas further provide that the Election Code of the State of Texas is
applicable to said election, and in order to comply with said Code, an order should be passed establishing
the procedure to be followed in said election, and designating the voting place for said election.
THEREFORE, BE IT ORDERED BY THE CITY COUNCIL
OF THE CITY OF SOUTHLAKE TEXAS:
That all independent candidates at the election to be held on the first Saturday in April, 19-24,
for the above mentioned offices file their applications to become candidates with the Mayor of this City at
City Hall, 667 North Carroll Avenue, Southlake,on or before 30 days
before the date of said election;
That all of said applications shall be substantially in the following form :4

The City Secretary/Clerk' is hereby authorized and instructed to provide and furnish all necessary elec-
tion supplies to conduct said election.
The order in which the names of the candidates are to be printed on the ballot shall be determined by a
drawing by the City Secretary as provided by Article 6.05 c, Subd. 3.
The Mayor shall give notice of this election in accordance with the terms and provisions of Article 4.05
of the Election Code and returns of said notice shall be made as provided in said Article 4.05, and the Mayor
shall issue all necessary orders and writs for said election and returns of said election shall be made to the
Council/Commissioner immediately after the closing of the polls.
It is further found and determined that in accordance with the order of this governing body the Sec-
retary/Clerk' posted written notice of the date, place and subject of this meeting on the bulletin board
located in the City Hall, a place convenient to the public, and said notice having been so posted and remain-
ing posted continuously for at least three days preceding the date of this meeting. A copy of the return of
said posting shall be attached to the minutes of this meeting and shall be made a part thereof for all intents
and purposes.

Subject: City of Southlake Service
Central System Contract Discussion
Over the past several months, management of the Authority and the Cities of
Colleyville and Southlake have discussed several potential arrangements
wherein the City of Southlake might become a Contracting Party of the Central
System. The most promising avenue for this arrangement involved the upsizing
of the Bear Creek pipeline which you are now planning, in order to include
additional capacity for the City of Southlake service area. Under such a con-
cept, Southlake would have contributed a portion of the cost, the line would
have become a Central System facility insofar as operation and maintenance is
concerned, and the Central System would assure both the City of Colleyville
and Southlake of constructing a parallel facility at such time the pipeline
became overloaded in the future. We now understand that due to grant regula-
tions, upsizing this line for such a purpose will be impossible. We also
understand that the City of Colleyville is proceeding to design and construct
this line for the needs of your City only, under a Federal grant participation
program, and that you may extend an offer of limited service to portions of
the City of Southlake on an interim basis.
In addition to the City of Southlake, a number of other Cities in the region
have requested consideration in joining the Central Regional Wastewater System
as Contracting Parties over the past twelve months. As a result, Authority
management has been developing a method whereby we could add additional Con-
tracting Parties, Southlake being one of several under consideration. This
letter, with a copy being furnished to the City of Southlake, is an offer on
the part of Authority management to initiate new discussions concerning the
addition of Southlake under the following conditions:

1) The City of Colleyville will continue your present efforts to
complete construction of a pipeline from the Authority's Big
Bear interceptor westerly to a point within your City.
2) Upon completion of that project, the City of Colleyville, by
Contract with the Authority, would convey all capacity of that
pipeline to the Authority's Central System.
3) Within that same Contract, the Authority would assume the operation
and maintenance responsibility of this pipeline.
4) Under that same Contract, the Authority would grant Points of Entry
to the City of Colleyville and the City of Southlake at the appro-
priate locations along this pipeline route, and assure all Parties
that additional pipeline capacity would be provided by the System
upon the present line becoming overloaded.
5) The City of Southlake and the Trinity River Authority would contract
for wastewater transportation and treatment services under an arrange-
ment identical to that which the Authority and sixteen Contracting
Parties now have, save and except that the City of Southlake (along
with several other new Contracting Parties) would be in a category
of Contracting Parties which required a slight surcharge payment for
a specific time period, and at the end of that time period be on a
parity basis with all present sixteen Contracting Parties. The pre-
mium, or surcharge payment, would not be large enough to be burden-
some to the new Contracting Parties, and would be a payment designed
solely to recover the amount of increased debt service which the
present sixteen Contracting Parties would bear with an earlier plant
expansion caused by the addition of new Contracting Parties.
We request your analysis of the current situation in your respective Cities, and
and expression to me of your interest in pursuing such an arrangement in the near
future. We anticipate calling a Central System Advisory Committee meeting in
the very near future, and presenting a recommendation to the Advisory Committee
as to the addition of several Contracting Parties under the concept outlined
above. Your response to me in a timely fashion is important if we are to include
Southlake in this effort to increase the service area of the Central System.
