SUBJECT: Traffic Hazard on State Highway 114
REFERENCE: Mayor Sparger's Letter to Mr. J.R. Stone, State Department
of Highways and Public Transportation Dated 20 July 1982,

Late afternoon (3:30 - 4:30 p.m.), Thursday, 29 July, 1982, I met with
Mr. Renfro, Traffic Engineer with the Texas Highway Department to discuss
the contents of the above referenced letter and possible ways of lessening
the traffic hazards currently existing at the intersection in question.
The discussions were positive in nature and after observing the flow of
traffic for about 1 hour, Mr. Renfro agreed to investigate accomplishing
the following:
1) Mark the right hand shoulder of westbound SH 114 east of Shady Lane
as a right turn only lane. Some shoulder work will have to be completed
to permit this to be implemented.
2) The crossover between westbound SH 114 and eastbound SH 114 will be
double yellow striped to indicate the center line of the crossover and hope-
fully stop (lesson) U-turn traffic from turning short in the wrong traffic
lanes.
3) Conduct a radar speed check of traffic passing through the intersection
to determine the speed of the traffic flow.
4) Increase the depth of the ditch in the median between eastbound/west-
bound SH 114 traffic lanes to preclude Shady Lane traffic from crossing
the dirt median to turn east on SH 114.
Mr. Renfro indicated he would coordinate the above changes and expected
the agreed upon changes would take 3 to 4 weeks to accomplish. Mr. Renfro
was sypathic of our concern but expressed concern of the City's enforcement
of traffic rules in the area. He commented on:
1) Speed control. Recent speed monitoring in the area in question
indicated an average speed in excess of 65 MPH. Two gravel
trucks were clocked in excess of 70 MPH during the time of our
discussions.
2) Enforcement of the no parking zones currently posted in front of
Southlake Plaza. Two gravel trucks parked on the shoulder during
the period of our discussions for more than 30 minutes. Parking
in this area precludes traffic entering SH 114 from seeing
westbound traffic.
3) Enforce "do not cross median" law.
During the approximately 1 hour, we discussed traffic problems at the corner
almost every traffic violation imaginable occurred. There was two near
accidents and numerous flagrant violations of common sense defensive driving
technique. Even though I asked for increased police patrol of the area
during the period of the discussions, only one Southlake patrol car visited
the area and it U" turned at Kimball, thus in effect ignoring the double
parked trucks and other flagrant violations occurring.
Mr. Renfro will answer the City's letter with a formal commitment in
about 10 days.

Dear Mayor Sparger:
Thank you for your letter dated July 20, 1982, in which you expressed concern
over the safety of the traffic along S.H. 114 through the northeast segment of
Southlake. Mr. Lloyd Latta, Jr., Mayor Pro Tem of Southlake and Mr. J.W. Renfro
of our Traffic Engineering Section met on the site as of July 29, 1982 to dis-
cuss the situation.
As a result of this discussion, the State Department of Highways and Public
Transportation agreed to the following:
1. Provide some additional marking to delineate a deceleration lane (right
turn only) along S.H. 114 westbound in advance of Shady Lane.
2. Provide some additional striping in the median crossing S.H. 114 at F.M.
1709.
3. Provide some type of barrier to discourage motorists from negotiating an
illegal median crossing at Shady Lane and S.H. 114.
4. Conduct a speed zone check to determine if the 50 mph posted speed limit
along S.H. 114 should be reduced in accordance with the standard procedure for
establishing speed zones in Texas.
The City of Southlake agreed to'the following:
1. More rigid enforcement of the existing posted speed limits.
2. Enforcement of the posted "No Parking" areas along S.H. 114.
3. Continue to work with the property owners along S.H. 114 in an effort to
maintain some manner of traffic control in regard to egress and ingress at drive-
ways.
If there is any other way in which we can cooperate with you in the interest of
traffic safety, please let us know.
