meeting were approved as presented.
MAYORS REPORT
The absence of Councilperson Latta
was approved. Mayor Hawk indicated
that Latta is on his way back to the
states and will be here for the next
meeting.
The Mayor called Council attention to
several memorandums in the packets
concerning audit procedures.
Sparger x x ZA 80-7. The final plat for Phase 1 ZA 80-7
Stricker x of Oakwood Country Estates, tabled PHASE 1
Urbanosky x x from the last meeting, was again OAKWOOD
Massey x discussed. Owner, David Claude was COUNTRY,
present, as was his engineer, David APPROVED
Levitt. After discussion, Sparger
moved to approve Phase 1 of Oakwood
Country Estates with the condition
that turn arounds be added to the plat
and dedicated to the City. Motion
was approved.
It was agreed upon that Phase 2 will
have to provide another. exit onto
Continental Blvd, before approval
will be given.

As you are no doubt aware, Tarrant County plans to hold a bond election
on Saturday, January 26, 1980. I believe that the outcome of the elec-
tion will be a determining factor in the continued prosperity,of our
County. Therefore, I am personally trying to ensure that-individuals
such as yourself are fully aware of all aspects of the.bond package.
I have attempted in this letter to set forth the factual reasons for
these bond proposals. There will be five items on the agenda. Briefly
these include:
1. Expansion of the Tarrant County Convention Center,
including additional exhibit space, restrooms, and
parking facilities. The Convention Center is one of
the best in the country; however, two problems, have
prevented us from obtaining maximum benefit from it:.
lack of downtown hotel facilities and inadequate
exhibit space. Throughout the years, we have lost-I
millions of dollars worth of trade show business and
the shows we have attracted in the past are outgrowing
our facilities and beginning to look elsewhere. With
several new hotels underway downtown, many persons
believe the time is right to expand the Convention
Center facilities.
2.Construction of the County Administration Building, which
has already begun. Including this project in the bond
pa~)cage makes the money already programmed available for
thQ,total package. Thus, all of the items can be accomp-
li#ed with no increase in taxes.

3. Restoration of the County Courthouse. The construction
of a new administration building will allow us to return
the old courthouse to its.original purpose and configura-
tion. This will include restoring the windows, roof,
rotunda, masonry, and courtrooms. The County will soon
require additional courtrooms and restoring the courthouse
to a real "courthouse" is very practical, as well as
aesthetically and culturally rewarding. The terminus of
the downtown axis, the courthouse stands as a symbolic
landmark of our civic responsibilities and pride in our
community. The majestic beauty of the building is to be
treasured and preserved for future generations to enjoy
and learn from.
4.Subcourthouse Construction and Expansion. The subcourt-
houses offer many of the services available downtown and,
thus, make County government more accessible to its
citizens. With more and more people taking advantage of
the services offered by the subcourthouses, the need for
more space has become critical. A new subcourthouse in
Precinct 3 and expansion of those in Precincts 1, 2, and
4 is planned to alleviate this problem.
5. Juvenile Detention Center Expansion. Lack of space at
the center_ has created a situation of extreme overcrowding.
The proposed addition of a new wing, renovation, and
purchase of badly needed equipment will enable us to better
serve the needs of these young people.
The cost of these items is as follows:
Convention Center Expansion 11,500,000
Administration Building 3,500,000
Courthouse Restoration 3,000,000
Subcourthouse Construction and Expansion 2,100,000
Juvenile Detention Center 250,000
TOTAL 20,350,000

The facts detailed above show how badly needed these items are. Good
financial management by County government is one of the main reasons
for our excellent economic situation in this County, as compared to
other areas of the State and country. The Commissioners' Court is
widely regarded for the sound fiscal policy and management it has
exercised through the years. The fact that this bond package would
not involve any tax increase is one more indication of the practice
of good financial management.
I trust that the background of these proposals which I have set forth
above will better enable you to make a considered decision regarding
these important bond proposals. If you have any questions regarding
the upcoming bond election, please do not hesitate to call on me.
