1978-12-05 CC PacketRESOLUTION NO. 78-35 WHEREAS, the City of Southlake,Texas, levied ad valorem taxes on all property within its corporate limits, both real and personal, commencing in 1968; And, WHEREAS, there are delinquent taxes on the 1968 Tax Roll and the Tax Roll for each subsequent year; And, WHEREAS, such delinquencies have been automatically turned over to Wayne Rohne for collection; Now, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, THAT: the policy is hereby established: 1. The City will deligently attempt to collect delinquent taxes for a minimum of six months before referral for collection. 2. The City may in special cases, with Council approval pursue collection longer than six months before referral for collection. PASSED AND APPROVED THIS 5th day of December, 1978 QS/ z Mayor ATTEST: 41` City Secretary RESOLUTION NO. 78-36 WHEREAS, the City of Southlake,Texas levied ad valorem taxes on all property within its corporate limits, both real and personal, commencing in 1968; And, WHEREAS, there are delinquent taxes on the 1968 Tax Roll and the Tax Roll for each subsequent year; And, WHEREAS, such delinquency exceeds a per- centage of the total of each Tax Roll considered acceptable by the Municipal Advisory Council of Texas, an association of municipal bond dealers of Texas; Now, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE that the Mayor be authorized and is hereby directed: 1. to employ Wayne Rohne of Arlington,Texas, Attorney-at-Law, to take the necessary steps to collect all referred delinquent taxes for the City of Southlake; 2. that said attorney be paid 150 of all referred taxes collected out of the General Fund; 3. that such employment commence effective this date and continue for a period of two years. This resolution supersedes Resolution 72-3 and subsequent actions taken by the City Council on 21 October 1975. PASSED AND APPROVED THIS 5th day of December,1978. Mayor ATTEST: City Secretary RESOLUTION NO. 78-37 WHEREAS, the City Council of the City of Southlake, wishes to recognize the service provided by the Volunteer Firemen; And, WHEREAS, appropriate means of appreciation through remuneration have been evaluated; Now, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE that: All adult volunteer firemen those receiving no other compensation ) in good standing as of each month shall receive credit for their minimum water bill for that comparible month. PASSED AND APPROVED this 5th day of December, 1978. Mayor ATTEST: City Secretary RESOLUTION NO. 78-38 WHEREAS, the City of Southlake,Texas recognizes the need for promoting goodwill toward law enforcement and the training of our citizens in law enforcement methods; Now, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE THAT: 1. A Police reserve is hereby established and placed under the authority of the Police Chief. 2. Police reserve by-laws are hereby adopted as attachment A) of this resolution. 3. All expenditures, membership and ultimate authority over the Police Reserve are retained by the Council. PASSED AND APPROVED THIS 5th day of December,1978. Mayor ATTEST: U i City Secretary FINDINGS OF CITY COUNCIL OF CITY OF SOUTHLAKE, TEXAS CONCERNING REASONS FOR FURTHER SUSPENSION OF ANY RATE CHANGE IN RATE SCHEDULE OF TRI-COUNTY ELECTRIC COOPERATIVE INC. The reasons of the City Council of the City of Southlake, Texas for the consideration of and the passing of Resolution No. 78-.39 which reasons were adopted by the said City Council prior to the actual passage of such resolution, are as follows: I. The City Attorney of the.'City of Southlake resigned his position with the City and a new City Attorney was not located until November 1, 1978, and the Council believes that the additional 30 days will be needed in order for the new City Attorney to adequately review the proposed rate increase to be able to properly advise the Council in the premises. II. It will be necessary and proper for the citizens of the City of Southlake, Texas to engage in additional public hearings and hear additional discussions both by the regulatory body and Utility at rate hearings, which additional rate hearing date the Council will set later in this said Council meeting. III. Based on the preliminary review of the information on hand by the said City Council and due to the fact that the City Attorney has not had a full opportunity to fully review all of the matters submitted by the Utility, the City Council is of the present opinion that there is insufficient information to pass on a rate change and it presently appears that obtaining proper information and advise from the City Attorney can be accomplished by the Council meeting of January -2 1979, and that the rate increase should be suspended at least until such date. The above findings made by the City Council of the City of Southlake, Texas on this the 5 day of December, 1978.
