Dear Mayor Bookers
As per our conversation, I am submitting herein an outline proposal for
continuing planning. This proposal is based on information from the Texas
State Department of Community Affairs and Comprehensive Planning (701) Assist-
ance Program personnel informing me that planning funds will be made available
as soon as a scope of services and fee can be negotiated.
Because of the "impact of the Regional Airport noise cone and extradordinary
amounts of land speculation the present Land Use Plan is somewhat obsolete
and requires adjustment and refinement to meet the present and anticipated
1 needs of the city. Therefore, it is my opinion that Planning Assistance
701) Funds, two-thirds (2/3) grant, should be used to prepare a plan which
would include:
1. Base economic studies.
2. Analysis of existing land use.
3. Future Land Use Plan with emphasis on the areas affected by the airport.
4. Circulation Plan.
Attached is a detailed scope of services.)
The fee for the preparation of this scope of work would be approximately
10,255.00 of which the City of'Southlake would be responsible for one-
third (1/3), say $3,500.

WHEREAS, a municipal court having been
created in the City of Southlake, Texas,
under City Ordinance No. 107 in compli-
ance with Article 1197a of Vernon's
Annotated Civil Statutes; And
WHEREAS, said Ordinance provides for the
appointment of a judge for said court
and his term of office; And
WHEREAS, said Ordinance designates,the
City Secretary as ex-officio clerk of
the court and further authorizes the
City Secretary as ex-officio clerk of
the court to appoint a deputy to act
as clerk of the court; Now,
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF

Dave Austin is hereby appointed Judge of the Municipal Court in
the City of Southlake, Texas, holding such office for a term of
two years, running concurrently with the term of the Mayor.
Aliceanne Wallace, as City Secretary and ex-officio clerk of

deputy performing all ~i duties of the clerk of the court

nance No. 161 of the City of Southlake,
Texas, does therein provide for the
creation of a Board of Adjustment; Now,
