CITY OF SOUTHLAKE
REGULAR MEETING OF THE CITY COUNCIL
OCTOBER 21, 1975
The City Council of the City of Southlake, Texas, met in regu-
lar session in the Council Chamber of City Hall, 667 North
Carroll Avenue, in Southlake, on Tuesday, October 21, 1975,
with the following members present:
Wade Booker, Mayor
Sam Davis, Mayor Pro Tem
W. 0. Nunn, Councilman
Billy Joe Knox, Councilman
James H. Winfrey, Councilman
Ben H. Berry, Councilman
Staff members present: William D. Campbell, City Attorney
Police Chief D. R. Hughes
Fire Chief R. P. Steele.
Mayor Booker called the meeting to order at 7:30 P.M. The in-
vocation was given by Councilman Knox. The Minutes of the last
regular meeting were approved as read.
The matter of delinquent taxes was the first topic of business.
Following discussion, Councilman Knox moved that initial action
be taken to extend the contract with Attorney Wayne Rhone for
the collection of delinquent taxes; seconded by Councilman
Berry. Motion passed unanimously.
The POLICE DEPARTMENT monthly activity sheet was given to each
Councilman. Councilman Nunn informed the Council that there
were no matters demanding attention at this time. Mayor Booker
advised that he would be advertising bids for the sale of one
of the patrol cars and that there were two parties already in-
terested in it.
WATER DEPARTMENT report was made by Councilman Davis. He an-
nounced that the bond program was now completed and that the
truck load of pipe for further main extensions had been deli-
vered and would be used on those projects that have the great-
est need. He announced that the yard around the City Hall is
in the process of being cleaned up and will be leveled later
in the year and hopefully be more attractive in the future.
He next discussed the fact that the Keller School District will
be building a new school in the extra-territorial jurisdiction

of the City. The feeling of the Council seemed to be one of
waiting to see whether or not the Keller School District will
request services from the City.
FIRE DEPARTMENT monthly activity report was turned in to the
Councilmen. Councilman Winfrey announced that there were no
matters needing Council attention at this time. Chief Steele
asked the Council for permission to purchase a new battery for
his walkie-talkie at a cost of $45. So moved Councilman Nunn;
seconded by Councilman Knox. Motion passed unanimously. Chief
Steele informed the Council that the radios ordered five months
ago still have not been delivered and he told the company that
he wants delivery in the immediate future or he would cancel
the order.
TEXAS POWER & LIGHT rate increase report was given to the Coun-
cil by the Mayor who advised them that the increase granted
by them earlier will go into effect in November at a lower rate
than that agreed upon--a 9.6% increase rather than the 10.6%
increase requested by TP&L. This action on the part of TP&L
followed the Touche-Ross report which was made for the City
of Waco.
The Annual Summary Cash Flow reports were next considered by the
Council. Councilman Knox commended the City Secretary for sound
fiscal management.
Councilman Knox then moved that the bills as per the attached
list be approved for payment; seconded by Councilman Nunn.
Motion passed unanimously.
Chief Steele requested the Council's attention, appologizing for
having forgotten to take the matter up earlier in the meeting.
HE!requested that a letter be sent to Tom Schirman from the City
thanking him for the many hours of service he rendered in the
fire department over the past years. Mr. Schirman has moved from
Southlake and is no longer a volunteer fireman.
The Mayor then closed this portion of the meeting for the dis-
cussion of land matters. Upon reconvening, the Mayor announced
there being no further business, thZmeeZtin was adjourned.
