The Council was informed of actions taken by ZA 76-5 and
Planning & Zoning Commission in creating ZA 76-6 RECOL
liaison positions for various areas concerning MENDATIONS
planning and zoning, i.e., Brad Popkin over FROM P & Z
all utilities; Larry Smith over parks and
municipal facilities; Ed Norman over subdivi-
sions; Nelson Miller over zoning; A. C.
Urbanosky over streets and drainage, develop-
ing policies for same, providing information
and making recommendations, etc. The Council
was further informed that ZA 76-5, requesting
L District, was recommended for denial on the
basis the metes and bounds description of the
property involved was not accurate and did no
conform with the area requested for zoning.

ORDINANCE NO._&,
AN ORDINANCE AMENDING ORDINANCE NO.
OF THE CITY OF SOUTHLAKE,TEXAS, BY DELETING THE
PRESENT SECTION 3. AND REPLACING THE SAME WITH A
NEW IDENTICALLY NUMBERED PARAGRAPH CHANGING THE
APPLICATION FOR A PERMIT FEE; DELETING ANNUAL
RENEWAL FEE; AND PROVIDING FOR EFFECTIVE DATE
OF AMENDMENT.
BE IT ORDAINED BY THE CITY COUNCIL OF SOUTHLAKE, TEXAS:
I.
That Ordinance No.14.1-jW, Paragraph 3. shall read as follows:
"3.
No such signs or billboards shall be erected or maintained within the
corporate limits of the City of Southlake, Texas unless and until the owner
of said sign or billboard shall first have applied for and obtained a permit
for that purpose issued by the City Secretary of the City of Southlake,Texas.
Each and every separate sign or billboard shall require a separate permit for
the same. The permit application shall be in the manner and on the form as
prescribed by the City Secretary and the Applicant shall supply information
requested thereon, which said application shall contain essentially the same
information as required on an applicable Form D-15 series issued by the Texas
Highway Department and such other information as the City Secretary may deem
material or pertinent to the best interest of the City of Southlake, Texas.
Each application for a permit for a billboard or sign shall be accompanied
by a permit fee in accordance with the following schedule:
PERMIT FEES:
(1). Where the valuation does not exceed $100.00, no fee shall be
required, unless an inspection is necessary, in which case
there shall be a $1.50 fee.
(2). For a valuation over $100.00 up to and including $15,000.00
the fee shall be $3.00 per thousand or fraction thereof.
(3). For a valuation over $15,000.00 up to and including $100,000.00
the fee shall be $45.00 for the first fifteen thousand
plus $2.00 for each additional thousand or fraction thereof.
(4). For a valuation over $100,000.00 up to and including $500,000.00
the fee shall be $215.00 for the first one hundred thousand plus
$1.00 for each additional thousand or fraction thereof.
(5). For a valuation o5.00 fo $500,000.00 up to and
first five including hundred thousand plus
the fee shall be $61
40¢ for each additional thousand or fraction thereof.
(6). For a valuation over $1,000,000.00 the fee shall be $815.00
for the first million plus 15~ for each additional thousand
or fraction thereof.
(7). Repairs, replacements or additions shall incur the same fee
as provided for in Ordinance 161 of the City of Southlake,
Texas for building permits generally.
Each application for a permit of a business sign in front of or upon a
business or commercial establishment shall be accompanied by the applicable
permit fee regardless of the number of such business signs located upon or
on the business or commercial property. The billboard or sign permit shall
be renewed with proper application for a permit when any new or renewed State
license is issued. There will not be any fee for the renewal permit so long as
there is no change being made in connection with the sign. Charitable, civic,
non-profit and religious organizations are exempt from the payment of any permit
fee.
The City Secretary, upon issuance of such permit, shall require that the
numbered permit tag issued by her shall thereafter be installed by the applicant
within thirty (30) days. Said permit tag will be securely fastened without
bending or mutilating the sign or sign support nearest the highway so as to be
readily visible from the highway. Each permit will not be assigned or transferred
without prior approval by the City Secretary.
Should the owner of said sign or billboard violate any of the terms and
conditions of this ordinance or deviate from the information stated in the
application for the issuance of said permit, then the City Council may immediately
thereafter revoke the permit which revocation will be effective immediately upon
written notice to the owner of said sign and/or billboard by registered mail
notifying him of the violation and summarily revoking the permit effective five
(5) days from the date that the written notice is deposited with the United States
mail with sufficient postage thereon and addressed to the address of the owner of
said sign or billboard as reflected in the application for permit thereon. The
revocation of permit shall not in any manner affect the city's ability to enforce
the other penalty provisions of this ordinance.
The City Secretary shall prepare or cause to be prepared consecutively numbered
permits relative to signs and billboards and shall keep and maintain a permanent
log or register of all such permits issued showing the date of issuance, the name
and address of the person, form or corporation to whom the same is issued and the
term of said permit.
II.
This ordinance shall become effective and be in full force and effect
from and after its adoption and publication of caption hereof as provided _
by law.

AN ORDINANCE AMENDING ORDINANCE NO. 161
OF THE CITY OF SOUTHLAKE BY CHANGING THE
FEE FOR PROCESSING A ZONING CHANGE REQUEST
FROM $75 TO $100, REPEALING ALL ORDINANCES
OR PARTS OF ORDINANCES INCONSISTENT OR
CONTRARY HERETO, AND SPECIFICALLY ORDINANCE
NO. 161-38.
WHEREAS, after receipt of request for change of Zoning Ordinance
No. 161 from the Planning and Zoning Commission having been received, due
notice of public hearing published, and public hearing having been conducted,
all in compliance with Ordinance No. 161 of the City of Southlake, Texas,
and the applicable laws of the State of Texas,
NOW, THEREFORE:
Be it Ordained by the City Council of the City of Southlake, Texas:
-r SECTION A. The certain Ordinance No. 161 passed by the City Council of the
City of Southlake, Texas, January 7, 1969, is hereby amended insofar as
Section X, Paragraph 2, is concerned by changing:
"2. The fee for processing a zoning change request shall be $100."
SECTION B. All ordinances and parts of ordinances not consistent with or
contrary hereto are hereby repealed, and that certain Ordinance No. 161-38,
changing the application fee to $75, is hereby repealed.
SECTION C. The said Ordinance No. 161, except as amended by this Ordinance
161-71, and all prior amendments, remains in effect in all other respects
as originally passed.
This Ordinance shall take effect after its passage, and is so passed
this 2nd day of November, 1976.

ORDINANCE NO. 161
AN ORDINANCE AMENDING ORDINANCE NO. 161 OF THE
CITY OF SOUTHLAKE,TEXAS, BY DELETING THE PRESENT
SECTION VII, PARAGRAPH 4(f) AND REPLACING THE SAME
WITH A NEW IDENTICALLY NUMBERED PARAGRAPH CHANGING
THE ZONING APPLICATION FEE AND THE PERMIT FEE, AND
PROVIDING FOR EFFECTIVE DATE OF AMENDMENT.
BE IT ORDAINED BY THE CITY COUNCIL OF SOUTHLAKE, TEXAS:
I.
Section VII. Supplementary District Regulations, Paragraph 4, Ordinlfix a No. 161,
Alcoholic Beverages subparagraph (f), is hereby amended to read as
follows:
"(f). Public hearings, notices, recommendations by the Planning and Zoning
Commission and final action by the City Council shall be conducted under
procedures heretofore provided otherwise in connection with other applications
to change zoning in this said Ordinance 161 as amended, including the zoning
change application fee. If such special use permit is granted a permit fee
per annum shall be due at the time of issuance of said permit in an amount
equal to the maximum fee an incorporated City can charge under the applicable
provisions of "The Texas Liquor Control Act" as amended from time to time.
If said permit is renewed by the date of its expiration without a new application
and public hearings then only the annual permit fee shall be due at the time of
each renewal. The City Council shall have the right to require new applications
and hearings on any renewal of such specific use permit solely at the discretion
of the City Council upon written notice mailed to the address of the premises
named in such permit not later than 20 days prior to the expiration date of
the permit. In such event, a new zoning application filing fee shall be paid.
Said old permit shall continue in effect during the normal time period for
public hearings and action by the City Council on the renewal application
providing applicant files the application prior to the expiration date of the
old permit.

RESOLUTION NO. 76-23
WHEREAS, the City of Southlake, Texas, is
empowered under the Revised Civil Statutes
of the State of Texas to levy taxes for the
use and support of the Municipal Government;
And,
WHEREAS, such taxes are to be levied on a
fair and equitable basis; And,
WHEREAS, the City Council of the City of
Southlake needs to employ the professional
services of a qualified tax assessor for
the purpose of determining property values
for tax purposes; Now,
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SOUTHLAKE, TEXAS, THAT:
1.
The City Council of the City of Southlake, Texas, does
hereby authorize the employment of Will H. Zschiesche,
a qualified Tax Assessor, to assess property values for
the 1977 Tax Roll.
2.
The City Council of the City of Southlake, Texas, does
hereby authorize that the compensation to Will H.
Zschiesche for such services as described above is
$2,700, payable in monthly installments of $225 per
month each commencing`.December 1, 1976, and continuing
until November 30, 1977.
