COUNTY OF TARRANT
CITY OF SOUTHIAKE
The City Council of the City of Southlake, Texas,
convened in regular session at 7:30 o~clock, P . M., on the
17th day of August 1971, at the City Hall within said
City, which meeting was at all times open to the public, with
the following members of said City Council being present,
namely:
Wade Booker Mayor
W. 0. Nunn Councilmant
Thurman Hearn Councilman
Ralph Polson, Jr.,Councilman
Billy Joe Knox Councilman
and
Aliceanne Wallace City Secretary
and with the following members being absent:
R. D. Drummond thus constituting a quorum.
Whereupon, among other business, the following was transacted at
said meeting: A written Ordinance calling a bond election to be
held in said City on September 11, 1971, for the purpose of,issuing bonds
was duly introduced for the consideration of said Council and read
in full. It was then duly moved and seconded, that said ordinance
be adopted; and, after due discussion, said motion, carrying with
it the adoption of said ordinance, prevailed and carried by the
following vote:
AYES: All members of said City Council
shown present above voted "Aye."

AN ORDINANCE
BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE,
TEXAS, CALLING AN ELECTION TO BE HELD IN SAID
CITY ON SEPTEMBER 11, 1971, FOR THE PURPOSE OF
SUBMITTING TO ALL RESIDENT QUALIFIED ELECTORS
OF THE CITY OF.SOUTHLAKE WHO OWN TAXABLE PROPERTY
IN SAID CITY AND WHO HAVE DULY RENDERED THE SAME
FOR TAXATION, AND TO ALL OTHER RESIDENT QUALIFIED
ELECTORS VOTING SEPARATELY, A PROPOSITION RELAT-
ING TO THE AUTHORIZATION AND ISSUANCE OF $300,000
GENERAL OBLIGATION BONDS OF SAID CITY AND THE
LEVY OF THE TAX IN PAYMENT THEREOF.

WHEREAS, the City Council of the City of Southlake,
Texas, has determined to call an election at which there shall
t be submitted a Proposition to authorize the City Council of
said City to issue $300,000 General Obligation Bonds of said
City for the purpose of constructing permanent improvements and
extensions to said City's Waterworks System and to levy the tax
in payment thereof; and this City Council accordingly now de-
sires to order and call an election for the purpose of submit-
ting said Proposition for the grant of authority.therein con-
tained; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE T U. S

That an election be held i. the City of Southlake,
It:xas, on & turday, September 11, i97-, which is not lews than
fifteen (15) nor more than thirty (30) days from the date of this
ordi_rlance, at which election there shall be submitted to alp

resident qualified electors of the City of Southlake, Texas,
who own taxable property in said city and who have duly rendered
the same for taxation, and-to all other resident qualified electors,
voting separately, for their action thereupon the proposition here-
inafter set forth. At said election all resident qualified electors
of said city who own taxable property in said city and who have
duly rendered the same for taxation shall be permitted to vote.
Also at said election all other resident qualified electors of said
city, voting separately, shall be permitted to vote, that is, all
of those persons who are resident qualified electors of said city
but who do not meet the. requirement of owning taxable property
in said city which has been duly rendered for taxation. Separate
ballot boxes will be maintained at the polling place for each said
t class of voters and the votes cast at said polling place by each
said class of voters shall be recorded, returned and canvassed
separately. Absentee voting in said election shall be conducted
in such a manner that absentee votes cast by each of the aforesaid
classes of voters shall be cast, recorded, returned and canvassed
separately as stated above.
The proposition to be submitted is as .follows, to-wit:

PROPOSITION.
Shall the.City Council of the City of Southlake,
j Texas, be authorized to issue Bonds of said City in
the principal amount of THREE HUNDRED THOUSAND DOLLARS
Q 300.,000), for the purpose of constructing permanent
a improvements and extensions to the Waterworks System of
said City; said Bonds to mature serially, or otherwise
as may be determined by the City Council of said City;
the maximum maturity being not more than thirty (30)
years from their date and any issue or series of said
Bonds to bear interest per annum (payable annually ori
semi-annually) at any rate or rates to be determined
within the discretion of the City Council of said-City,
provided that such rate or rates shall not exceed the
maximum rate per annum permitted by law at the time of
the issuance of any issue or series of said Bonds; and
shall the City Council of said City be authorized to levy
an annual ad valorem tax on all taxable property in said
City sufficient to pay the interest on said Bonds and to
create a sinking fund sufficient to pay the principal
thereof as the same matures, as authorized by the Con-
stitution and laws of the State of Texas?"

II
That the polling place for the holding of said elec-
tion shall be at the CITY HALL in said City, and the entire
City of Southlake, for the purpose of holding said election,
shall be and constitute one municipal election precinct; and
MRS. ELSIE McALISTER is hereby appointed Presiding Judge of said
election, and JAMES WINFREY Alternate Presiding Judge of said elec-
tion.

That, the Alternate Presiding Judge above named, in the
absence of the Presiding Judge, above named, shall perform the
duties of the Presiding Judge of such election; and the Presiding
Judge shall appoint for such election three (3) qualified voters
who are residents of the election precinct to serve as Clerks in
said election, the appointment of such Clerks to include the Alter-
nate Presiding Judge, who, if present, shall be.appointed and
counted as one of such election precinct Clerks.
IV
That absentee voting in said election shall be conducted
at the City Hall of said City in Southlake, Texas, and the City
Secretary is hereby charged with the duty of conducting absentee
voting in said election, as required by law.
V
That the polls for said election on the day of said elec-
tion shall be open from 7:00 o'clock A.M. 'to 7:00 o'clock P.M.
VI
That the ballots to be used in said election shall be
prepared in conformity with the Texas Election Code, as amended,
and in such manner that the electors may cast their ballots either
FOR" or "AGAINST" the following ballot Proposition:

PROPOSITION
The issuance of $300,000 of General Obliga-
tion Bonds to construct permanent improve-
ments and extensions to the City's Waterworks
System, and the levy of the tax in payment
thereof, as submitted in the Proposition.
VII
That a substantial copy of this ordinance, designated
as a Notice, shall serve as proper notice of said election.
Notice of said election shall be given in accordance with
Article 704, Revised Civil Statutes of Texas, as amended.
VIII
That the City Secretary is hereby authorized and di-
rected to post notice of said election at the City Hall in said
City, and at three (3) other public places within said City, all
of which notices shall.be posted not less than fourteen (14) days
prior to the date set for said election.
IX
That the City Secretary of said City is further author-
ized and directed to cause said notice of said election to be
published in the GRAPEVINE SUN, being a newspaper published in
and of general circulation in Tarrant County,.Texas, which notice
shall be published on the same day in each of two successive weeks
in said newspaper, the date of the first publication being not
less than fourteen (14) days prior to the date set for said elec-
tion.

City, which meeting was at all times open to the public, with

meeting; that the above and foregoing paragraph is a true, full, and
correct excerpt of said ordinance; that the persons named in the
above and foregoing paragraph are the duly chosen, qualified, and
acting officers and members of said Council as indicated therein;
that each of the officers and members of said Council was duly and
sufficiently notified officially and personally, in advance, of the
time, place and purpose of the aforesaid meeting, and that said
ordinance would be introduced and considered for adoption at said
meeting, and each of said officers and members consented in advance,
to the holding of said meeting for such purpose; that said meeting
was open to the public as required by law; and that public notice
of the time, place and purpose of said meeting was given as required
by maw.
