DISCUSSION: Preliminary meeting to discuss problems confronting communities regarding lack of water and sewage facilities, & financing. The main topic seemed to center around water and sewage facilities in Keller, Texas. Two rsons representing Keller were present including the MayorjmAlpeso present were their engineers and a Mr. Wm. F. York who is trying to arrange for their financing and Bond Issue. No Federal monies are available for any Engineering. Mr. York mentioned that moniew.for engineering can be made available providing a Bond Issue can be passed for the cons- truction of a sewage distribution system, which would include said monies for engineering. Providing future Bonding can be passed for construction.) Suggestions made: That engineering should be designed for future capacity showing the various segments and/or phases of construction. That it should definitely be coordinated with the adjoining communities of Keller and Colleyville. That it should conform to the regional plan put out by NTCOG. That a combined effort should be made by representatives from Southlake, Yeller and Colleyville to discuss WMV4 fhe ~,Mifector(s) of the Dallas-Ft, Worth Airport how and at what cost or fee we can tie in ultimately into their main sewer line, and each community bearing their respective share, of the cost. Mr. York mentioned that he would be very glad to meet with the City Council of Southlake any time after Aug. 6th and explain or answer any questions we may have regarding Bonding, etc. for a sewage distribution system. He has help, Haltom City, White Settlement, Middleothean, Smithfield, etc. etc. Over) 4 Mr. Wright with HUD mentioned that after Jan. 1, 1972 funds will be avail4ble to pertain communities in the, form of Communit* Grants providing : That City plans provide for Low to Moderate income housing and opportunities. If this should be the case kk HUD will also have Loan Programs'for'trunk lines for water and sewer systems serving said Low and Moderate income communities. i t r 114 CITY OF SOUT HLAKE PLANNING AND ZONING COMMISSION TO: The City Council Southlake, Texas Gentlemen : At a regular public meeting of the Planning & Zoning Commission on Tuesday, July 27, 1971, it was agreed by a majority to recommend to the Council that spec- ial building lines be established to eliminate construction within the proposed future right-of- way areas along streets, roads,,_,and highways as indicated on the proposed Master Thoroughfare Plan; except that along SH 114., the building line be established at two hundred fifty feet 2501) from the present center line of the highway right-of-way. Present for the Commission: Mussina, Chairman Stickley, Secretary Gordon Gonzalez Hargadine Hight Wolf I i 115 CITY OF SOUTHLAKE PLANNING AND ZONING COMMISSION TO: The City Council Southlake, Texas Gentlemen: Re: ZA-71-9 - Wiseman & Brousseau The Planning & Zoning Commission recommended for approval, by a 4-2 vote, that F (Light Industrial) District zoning be granted on the property described in the above numbered case at the regular public hearing held Tuesday, July 27, 1971, at City Hall. It was further recommended that a dedication of 30' of R.O.W. be given to the City of South- lake along the northern edge of said property running East and West, and that there be no North-South street enter- ing frcm the property to SH 114 at the present time. Present for the Commission: Mussina, Chairman Stickley, Secretary Gordon, Gonzalez Hargadi ne Hight Wolf 116 1 CITY OF SOUT HLAKE PLANNING AND ZONING COMMISSION TO: The City Council Southlake, Texas Gentlemen: Re: ZA-71 -10 Continental Oil Company At a regular public meeting of the Planning and Zoning Commission on Tuesday, July 27, 1971, the Commission unanimously agreed to recommend that the Council approve the request of a change in zoning to F (Light Industial) District on the property described in the above numbered case and further recommended sufficient R.O.W. be dedi- cated. along the northerly line of said property to provide for an Outer Loop of 120' using the present center line of County Road #3099); and that 30' running North and South along the West edge of said property between said County Road and SH 121 be dedicated.
