WHEREAS, certain regulations of the State:of Texas and of the federal government lirescribe methods to be used in the dis- position of solid waste and other refuse and, therefore, there presently exists a public necessity'"for municipalities to conform with such regulations and restrictions; and, WHEREAS, the disposition of solid waste and other refuse in open areas, burning dumpgraunds, improperly covered pits, and by similar methods, creates a clear and present danger in the form of air and water pollution and is a hazard to the health and general welfare of the citizens 04 Tarrant County, Texas, and of the general area; and, WHEREAS, properly operated methods of waste disposal are deemed to be necessary in meeting the regulations imposed by the State and Federal governments; andf WHEREAS, grants-in-aid are available to the governing body of Tarrant County through the Federal Solid Waste Agency and, such a grant will fund the necessary study of the problems that are becoming evident throughout Tarrant County. NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SOUT LAI5 TEXAS,1. THAT the Tarrant County Commissioner's Court should employ qualified consulting engineers to prepare an application for a grant and to conduct a detailed study directed toward solutions to the im- mediate county-wide solid waste disposal problems. 2. THAT the City of Southlake is only endorsing a study of the solid waste problems of Tarrant County and reserves the right to consider any and all recommendations that may result from said study, and that financial participation by this City is neither i sought nor necessary to complete such a study- PASSED AND ADOPTED on this the 16thdsy of March i A.
