I wish to advise you and the Southlake City Council the present
situation of the Northeast Cities Advisory Council. During the past
six months, we have been unable to officially transact any business
due to a lack of a quorum. In reviewing the attendance record the
last six months, it appears that your city was represented by both
your delegates only two times.
In order for our organization to survive, I must take firm steps and
would request you and your Council to take appropriate action to
insure your representation to the Northeast Cities Advisory Council.
I would appreciate any comments you or your Council would care to make.

RESOLUTION NO. 70-8
WHEREAS, acting in conformance with
Article 689a of Vernon' s Civil Statutes
of Texas regarding the preparation of
an Annual Budget; And
WHEREAS, the Mayor of the City of
Southlake, the Honorable J. L. Clow,
has directed that such a budget be
prepared for the fiscal year of January
1, 1971, through December 31, 1971 ; And
WHEREAS, the tax rate for said fiscal
period is to be based on such needs as
outlined in the Budget; Now
THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SOUTHLAKE, TEXAS, THAT:
The Annual Budget for January 1, 1971, through
December 31, 1 971 , as set forth in the follow-
ing pages attached hereto and made a part hereof,
be adopted, creating Ordinance 158-B and 158-3 .

Gentlemen:
This Budget is prepared and submitted in conformance with
the Revised Civil Statutes of Texas. It is for the City
of Southlake, Texas, and for the fiscal year of January 1,
1971, through December 31, 1971.
Southlake has been incorporated since 1956. This year,
1970, represents only the third year that taxes have been
levied on the property.wi thin our boundaries. The City
began collecting taxes in order to meet certain needs and
goals, i.e.., provide the best police protection that can
be afforded, upgrade our Fire Department for better fire
protection and better insurance rates, expand our present
water system and provide for any.:. additional well. These
needs and goals have been met in part and will be carried
forward during the coming year. The Budget hereby sub-
mitted will not require an increase from the present tax
structure of 35~ on $100 valuation, fifty per cent of
fair market value, for the coining year.
Doing so much with so little could only have been accom-
plished with the cooperation of so many interested
citizens who so willingly donate their time and efforts
toward the betterment of our community. Appreciation of
their efforts and sincere thanks are extended to these
citizens and their continuing cooperation is requested,
as well as the cooperation of every citizen. With the
help of all, unlimited goals could be attained in our
community.

FOR THE YEAR 1971.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE,
TEXAS:
SECTION I. That the Budget prepared by the Mayor of the City
of Southlake, Texas, for the City of Southlake for the year
commencing January 1, 1971, through.December 31, 1971, is
hereby approved and ordered filed with the City Secretary of
the City of Southlake, Texas.
SECTION 2. The City Secretary is hereby ordered to file a
copy of-said Budget with the. County Clerk of Tarrant County
at Fort Worth, Texas, and with the Comptroller of Public
Accounts at Austin, Texas.

AN ORDINANCE LEVYING TAXES FOR THE USE AND
SUPPORT OF THE MUNICIPAL GOVERNMENT OF THE
CITY OF SOUTHLAKE,TEXAS, FOR THE YEAR 1970;
PROVIDING FOR THE TIME AND MANNER OF PAYING
THE AD VALOREM TAXES LEVIED; AND PROVIDING
FOR A PENALTY IF SAID TAXES ARE PAID AFTER
BECOMING DELINQUENT.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE,
TEXAS:
1 SECTION 1. That there is hereby levied and there shall be
collected for the use and support of the municipal government
of the City of Southlake, Texas, for the year Nineteen H nddred,
and Seventy (1970) upon all property, real, personal
within the corporate limits of said City subject to taxation,
a tax of thirty-five cents 35~).on each one hundred dollars
100) valuation of property, said tax being so levied and
apportioned to the specific purposes herein set forth in
Exhibit "A" attached hereto and made a part hereof, for the
maintenance and support of the general government and for
the operation of the City Government to be placed in the
General Fund, 100% of the total amount received, being 350 on
each one hundred dollars 100) valuation of property.i
SECTION 2. All monies collected under this ordinance for the
specific items set out in Exhibit "A" be and the same are
j hereby appropriated and set apart for the specific purpose
indicated in each item and that the Collector of Taxes, the
City Treasurer and the Finance Officer shall keep
accounts so as to readily and distinctly show the amount
collected, the. amounts expended and the amount on hand.at any
time belonging to such funds, it is hereby made the duty of the
Tax Collector and every such person collecting money for the
City of Southlake to deliver to the Finance Officer aaasthtement
City Treasurer at the time of depositing any monies,
showing to what fund such deposit should be made and from what
source received. All receipts for the City not specifically
apportioned"by this ordinance are hereby payable to the General
Fund of the City.

SECTION 3.
A. Ifsaid taxes are paid one-half 1/2) on or before
November 30,.1970, then the taxpayer shall have until and.
including-..the 30th day of the succeeding June within which
to pay the other one-half 1/2) of said taxes without
penalty or interest.
B. If said taxpayer, after paying said one-half (1/2)
of his taxes on or before November 30, 1970., shall fail or
refuse to pay, on or before June 30th next succeeding said
November, the other one-half 1/2) of said taxes, aaccrue thereon.

C. If any taxpayer fails to pay
said taxes, on or before the 30th day of November of the year
for which the 'assessment is made, then unless he pays all of
such taxes on or before the 31st day of the succeeding January,

of March, two percent 21); During the month.of April, three
percent (3$); During the month of May, four percent (4$);
During the month of June, five percent 5%); and on .axed after
the first day of July,.eight percent 8%).
D. As provided above, in the event such taxes becoomfe6%per1delinquent, the same shall bear interest at the rate
annum from the date of their delinquency.
t SECTION 4. The taxes herein levied shall be a first and
prior lien against the property upon which they are assessed
and the said first lien shall be. superior and prior to all
other liens, charges and encumbrances, and this lien shall attach
l to personal property to the same extent and ;&h.the same
priorities as to real estate.
SECTION 5. The liens provided herein shall attach as of
January r, 1970.
Should any part of this ordinance be declared
SECTI'ON 6.
I invalid, for any reason, that invalidity shall not effect the
remainder of this ordinance, which remainder shall continue in
full force and effect.
