A special meeting required by "Urgent Public Neccesity" has been called in accordance with Art.6252-17,Sec.3A(h) of State Status. A G E N D A I. Sewer Priority List Questionnaire - Resolution 77-42. A letter from the Texas Department Of Water Resources request an answer which could not be reasonably delivered unless approved by Council Action prior to a meeting with the regular 72 hour notice. OUESTIONNAIRE GOODE X X Mayor Hawk stated that he spoke to Gerald RES# 77-42 Lemons and Mr. Lemons responded by saying that irregardless of the Council decision, the city should respond to the questionnaire. Also added was the advIce of Mr. Milton i Rose(whom Mr. emons spoke with)stating that the councilwinform the Texas Department of Water Resources that the city wishes to withdraw their position in the program at i the present time without prejudice. This would not disqualify Southlake from pursuing funds at a future date. Mr. Lemons was out of town at the time of this meeting I and unavaible for comment. Councilman Brad Popkin spoke with Mr. Bill Bell (Sr. Vice President with Carter and I Burgess) but could not give a specific answer to the City's questions. With the proper wording in Resolution 77-42 the City can continue with the Step program i it's entirety at a future date if desired. Discussion was opened to the floor. Mr. Ralph Polson felt that a follow-up should be made to determine the exact priorities of future funding. The Mayor stated that the Council 'request on the Priority List that the City have assurance that Step I and Step still remain effective if future studies are made. Councilman Brad Popkin added by saying at this time Southlake is not in compliance with the priority list, Southlake cannot comply with the density study, nor are we considered cost effectivness. Following lengthy discussion Bob Goode moved to Pass and Approve Res #77-42 j Sam Sparger stated he would second the motion with the stipulation that Southlake remain in consideration and that Step I and Step 2 re- main pertinent along with verification of the s above request. I This vote was passed unanimously. j Mayor Hawk called this meeting closed. Mayor ATTEST- i ` I Ci Secretary I 1 i I i i I I L RESOLUTION NO. 77-42 WHEREAS, the City of Southlake has deter- mined through advice of Financial and En- gineering Consultants that the proposed Sewer System pursued through Steps 1 and 2 of a Grant would not be economically feasible to build and operate, AND, WHEREAS, further pursuit of the Grant would entail a considerable expenditure of City - Funds for another study, system redesign rework of application, and a bond election, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, THAT, I. Further pursuit on the Sewer System under the current Grant is not economically feasible, that effort be discontinued on this particular System and Grant at this time and that the Texas Department of Water Resources be informed that the City of Southlake, Texas wishes to withdraw from the Grant program without prejudice until further notice.
