asked why the. neccesity of : a' density study,
the purpose of the study,, Oft} what thils was o
achieve? Mr: Lemmon'explaihed to the gouncil
that there are many instances where small
communtie's.such as, Southl'ake -cthoughtithat
they could not.refuse the assistance of a
75-25 split on building ,collector lines and
a disposal plant Andthen found they could
not afford it. 'He also stated the E.P.A.•
is trying to see that the money is best spen
to solve problems. Just because a city has
septic tanks does not necesarily mean theyh ve
problems.
After lengthy discussion the question was as ed
as to what the original cost.,of,the sewer
system was? Mr. L,emirions answered: the total
GOODE X construction cost $819:,000'of which the City
SPARGER x x share was $205,000, the cost' of the above
SWEET X X mentioned.lines is now appro'ximatley $594,00

RESOLUTION REGARDING CITY OF s~ZTLAxE 's PARTICIPATION IN
TAAANT COUNTY'S FOURTH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION
WHEREAS, the 93rd Session of the Congress passed and the President of the U. S.
signed into law, the Housing and Community Development Act of.1974 for the specific
purpose of developing viable communities, and
WHEREAS, Tarrant County has been designated as an "URBAN COUNTY" by the
Department of Housing and Urban Development entitled to a formula share of program
funds provided said county has a combined population of 200,000 persons in its
unincorporated areas and its included units o+ general local governments with which
it has entered into cooperative agreements, and further
THAT, Article III, Section 64 of the Texas Constitution authorizes.Texas counties
to enter into cooperative agreements with local governments for essential community
development and housing assistance activities.
NOW THEREFORE BE IT RESOLVED, by the City of SOUTHLAKE TEXAS that
the City Council of SOUTHLAKE Texas supports the application of Tarrant
County for funding of the Housing and Community Development Act of 1974. To this
end: (1) the City of SOUTHLAKE Texas asks that its population be include(
with that of Tarrant County, Texas. (2) authorizes Tarrant County to cooperate with
sOUTHLAKE, TEXAS in undertaking or assist the City of SOUTHLAKE
the City of
TEXAS in undertaking essential community development and housing assistance
activities, specifically urban renewal and.publicly assisted housing if these activities
are specified in the application, and all other activities listed as "Community De-
velopment Program Activities Eligible for Assistance" under Public Law 93-383 The
Housing and Community Development Act of 1974, Title I, Section 105, and listed as
"Eligible Activities" under the Code of Federal Regulations, Title 24, Chapter V,
Part 570 as amended, "Community Development Block Grants." (3) authorizes the Mayor
of SOUTHLAKE Texas to'sign such additional forms as requested by
the Department of Housing and Urban Development pursuant to the purposes of this
resolution.

RESOLUTION NO. 77-32
WHEREAS, on the 14th day of September, 1977, the
resignation of Aliceanne Wallace, as the City
Secretary of the City of Southlake, was submitted
to Mayor Pat Hawk and City Council of the City
of Southlake, Texas, being effective on the 21st day
of September 1977, AND,
WHEREAS, the Mayor asks that the City Council ratify
his acceptance of the resignation of Mrs. Aliceanne
Wallace in all capacities as an employee and/or
ake AND
officer of the City of Southl
WHEREAS, it is necessary for the administration of
the City's Business for the benefit and welfare
of the City that an appointment be made to fill
such vacancy; NOW,
WHEREAS, such vacancy may be filled by appointment
of the mayor with the advice and consent of the
City Council in accordance with Article 977, Revised
Civil Statuetes, AND
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE,
TEXAS THAT:
The City Council of the City of Southlake, Texas ratifies the mayor's
acceptance of the resignation of Mrs. Aliceanne Wallace in all capacities
as an employee/and or officer of the City of Southlake, Texas and
declares such offices vacant, AND,
KAREN BLACK BE and is hereby appointed to fill the position temporarily
of City Secreatary/City Treasure of the City of Southlake, Texas.

Office of City Secretary/Treasurer
vacant as of September 21, 1977; AND
WHEREAS, the Mayor appointed Mrs. Karen
Black as Temporary City Secretary/Treasurer;
AND,
WHEREAS, it is. in the best interest of
the City of Southlake, Texas that the
office be filled on a permanent basis;
