COUNCIL MEMBERS PRESENT: Mayor Pat Hawk,
Mayor Pro Tem C. A. Sweet, Councilmen Bob
Goode, A. C. Urbanosky, Brad Popkin and Sam
Sparger.
STAFF PRESENT: W. G. Cline, Water Superinten-
dent, L. S. Senn, Building Inspector, R. P.
Steele, Fire Chief.
INVOCATION: Councilman Sparger.
The mayor announced this meeting to be the
Public Hearing for the 1978 Budget and asked
Council if they had any comments. There be-
ing none, he opened the floor to the public.
Wade Booker spoke concerning the Fines and
Forfeitures set at $50,000 stating it makes
the City become an even greater "speed trap".
Councilman Urbanosky responded that $38,000
was in the 1976 Budget and feels since the
fines paid are not dropping, $50,000 is con-
servative. He said he personally is trying
to get rid of that image and would welcome
suggestions from Booker. Discussion followed
concerning, traffic tickets. Police salaries
were next discussed with Councilman Urbanosky
defending the salary of the Police Chief and
explaining no raise for the Investigator was
for the purpose of bringing that position
more in line with patrolmen. Louise Morrison
voiced her opinion that the Police Department
is much to big and only one-half of the al-
lotted amount should be spent on it. Follow-
ing comments from Councilman Urbanosky, she
requested better patrol be given on Carroll
Avenue between the schools and in the school
zone. The Mayor said that was a good sug-
gestion and it would be given consideration.
The Fire Department budget was next discussed.
Wade Booker again spoke stating the Chief's
salary should be more. Councilman Urbanosky
pointed out it was greater than last year.
The Mayor pointed out more attention has been

Some other points discussed and explained by
the Mayor were the extra legal expense and
the liability insurance.
Wade Booker added one more comment: he hope
that the Council would give strong considera-
tion to the things said tonight before adopt-
ing the Budget as otherwise it would be
pointless for the people to attend the public
hearing if nothing is changed. Mayor Hawk
responded that he wished citizens would be
more concerned, and that they are getting a
bargain for their tax dollars.
Whereupon, the public hearing was closed, and
the meeting adjourned.
