The meeting was called to order by Mayor J. L. Clow
at 7:40 p.m. in the City Hall of Southlake, Texas.
Present for the Council: J. D. Cate, M. J. O'Brien,
and Wade Booker. Present for the Commission: R. W.
Mussina.
In compliance with Ordinance No. 161, Mr. Irving Cope,
owner of the property in question, appeared-before the
Commission February 11, 1969, to request a change in
zoning. Adjoining property owners were duly notified
of a hearing set on February 25, 1969. At that time,
the Commission unanimously approved the change and re-
commended that the City Council grant the request.
Notice of this hearing was published in the official
newspaper, The Gmmapevine Sun, April 10, 1969.
Mr. Manuel Gonzalez, one of the adjoining property
owners, asked the Council to grant said request since
it is in keeping with the City's Master Plan. There
were no other comments.
WHEREUPON, the motion was made by Councilman M. J.
O'Brien, that the 54.69 acres, more or less, owned by
Irving E. Cope, out of the R. Eads Survey, Abstr ct
No. 481, be changed in zoning from Agriculture
d*vX-tai to Heavy Commercial. Motion seconded by
Councilman Cate. Motion carried unanimously.
There being no further business, Councilman Cate made
a motion to adjourn, seconded by Councilman Booker.
Motion carried unanimously.

The nesting was called to order by Mayor J. L.
Clow at 7:30 p.m. in the City Hall of Southlake,
Texas. Present for the Council: J. D. Cate,
M. J. O'Brien, W. B. Brown and Wade Booker.
Present for the Commission: Manuel Gonzalez.
In compliance with Ordinance No. 161, Mr;~.James
H. Winfrey, owner of the property under consid-
eration, appeared before the Planning & Zoning
Commission April 8, 1969, to request a change in
zoning. Adjoining property owners were duly
notified by mail of a hearing set on April 22,
1969. At that time, the Commission unanimously
approved the change as adjusted and recommended
that the City Council grant the request.
Notice of this hearing was published in the official
newspaper, The Grapevine Sun, May 1, 1969.
Mayor J. L. Clow read a letter to the Council from
the City's planning firm, Carter & Burgess, which
recommended a denial of the request. There being
no discussion or questions, a notion was made by
Councilman Brown that the zoning be changed on the
property hereinafter described from Agricultural
Residential to Heavy Commercial; seconded by Council-
man Booker. The motion carried unanimously.
The property consists of 1.2 acres of land,gknown as
Tracts 1 and 2, out of 1.754 acres of land described
in the warranty deed copy attached hereto), in the
Samuel Freeman Survey, Abstract No. 525, bounded on
the west by Farm to Market Road 1709 and approxi-
mately 100 yards south of S.H. 114.
The public hearing was then closed by Mayor Clow.
