MEMBERS ABSENT: Daniel Kubiak and Gina Cannova STAFF PRESENT: Director of Planning and Development Services Dennis Killough, Deputy Director of Planning and Development Services Jennifer Crosby, Principal Planner Wayne Powell, Planner Cyndi Cheng and Commission Secretary Melissa Burnett WORK SESSION: 1. CALL TO ORDER: 6:00 P.M. 2. Executive Session: Pursuant to the Open Meetings Act, Chapter 551, Texas Government Code, Sections 551.071. Refer to posted list attached hereto and incorporate herein. Executive Session may be held, under these exceptions, at the end of the Regular Session or at any time during the meeting that a need arises for the Planning and Zoning Commission to seek advice from the City Attorney as to the posted subject matter of this Planning and Zoning Commission meeting. Section 551.071: Consultation with attorney. No Executive Session was held. 3. Recap of the City Council’s action and discussion on Planning & Zoning recommended cases. 4. Adjournment. Refer to posted list attached hereto and incorporate herein. CHAIRMAN COMMENTS Vice Chairman Forman noted that Chairman Kubiak would not be present for tonight’s meeting but would be returning for the next meeting on September 4, 2025. REGULAR AGENDA: 5. CONSIDER: APPROVAL OF THE MINUTES FOR THE PLANNING AND ZONING COMMISSION MEETING HELD ON AUGUST 7, 2025 A motion was made to approve Item 5 on the agenda. Motion: Springer Second: Gunter Ayes: 5 Nays: 0 Abstain: 0 Approved: 5-0-0 6. Consider: ZA25-0053, Plat Showing for Lots 19 and 20, H. Decker No. 438 Addition, on property legally described as Tract 1B04K1 and 1B04K2A, H. Decker Survey Abstract No. 438 and located at 1207 and 1209 Woodsey Ct., City of Southlake, Tarrant County, Texas. Current Zoning: “MH” Manufactured Housing District. SPIN Neighborhood #8. Planner Cyndi Cheng provided a formal presentation of Item 6. Questions were asked. The applicant was not present at the time the case was discussed but arrived later. A motion was made to approve Item 6, ZA25-0053 subject to the Staff Report dated August 21st, 2025, and subject to the Plat Showing Review No. 1 dated August 21st,2025, and noting that the funds for the future sidewalks be escrowed for future expansion as a discussion with City Council. White Chapel Blvd., on property described as Lot 2, Block A, and Lot 1, Block A, Thrasher Addition, City of Southlake, Tarrant County, Texas. Current Zoning: “AG” Agricultural District. The applicant, Ashruf Ali Khan, owner of 1965 and 1975 N. White Chapel Rd., was present along with his builder, Andrew Haddack, 305 Glade Valley Rd., Azle, Tx., and a gentleman who resides at 545 Coventry Dr., Grapevine, Tx. Questions were asked. Vice Chairman Forman opened the public hearing. Asif Husain, 1801 Riviera Ln, Southlake, Tx., did not wish to speak but was in support of the item. A motion was made to deny Item 7, ZA25-0035 subject to the Staff Report dated August 15th, 2025, and subject to the Development Plan Review Summary No.3 dated August 15th, 2025. Motion: Springer Second: Driscoll Ayes: 4 Nays: 1(Gunter) Abstain: 0 Approved: 4-1-0 8. Consider: ZA25-0051, Site Plan for SEMA Headquarters, on property described at Lot 4, Block A, GMI Southlake Addition, and located at 380 S. Nolen Dr. Current Zoning: “S-P-2” Generalized Site Plan District. SPIN Neighborhood #8. PUBLIC HEARING Planner Cyndi Cheng provided a formal presentation of Item 8. No questions were asked. Applicant, Catherine Alford with Kimley Horn, 2600 North Central Expressway, Richardson, Tx., and Chay Hurley with SEMA Construction,180 Saddlebrook Ct., Rhome, Tx., came forward. Questions were asked. Vice Chairman Forman opened the public hearing. Seeing no one Vice Chairman Forman closed the public hearing. A motion was made to approve Item 8, ZA25-0051 subject to the Staff Report dated August 15th, 2025, and subject to the Site Plan Review Summary No. 2 dated August 15th, 2025.
