4. Review, discuss, and make recommendations regarding the addition of a spa as a
permitted use within the approved S-P-2 zoning district on approximately 2.3 acres at
731 Zena Rucker Rd.
5. Review, discuss, and make recommendations regarding a proposed 40-acre mixed -
use development with commercial and residential uses to be located at 1800 and 1900
N. White Chapel Blvd. and W. S.H. 114.
6. Review, discuss, and make recommendations regarding a proposed development
known as Dove Landing, on approximately 26 acres located at 550 W. S.H. 114.
7. Review, discuss, and make recommendations regarding a proposed residential
subdivision and office site known as Patterson Property, on property located at 1440
N. Kimball Ave. and 2160 E. Highland St.
8. Review, discuss, and make recommendations regarding a proposed residential
subdivision of 2530 Johnson Rd.
9. Review, discuss, and make recommendations regarding a proposed snow cone stand
at 1170 and 1180 N. White Chapel Blvd., generally located at the southwest corner of
N. White Chapel and E. Highland St.
10. Review, discuss, and make recommendations regarding a proposed residential
subdivision on property generally located at 1318-1360 N. Peytonville Ave., and 1352-
1354 Post Oak Trl.
11. Review, discuss, and make recommendations regarding the installation of vacuum
stations at the existing Scooter's/Chevron station at 2150 E. S.H. 114.

OVERVIEW:
On June 23, 2025 the Southlake Corridor Planning Committee held their
51 st meeting. The Committee was sent a packet of materials prior to the
meeting that were to be discussed during the session. A meeting agenda
was posted, and the meeting time was advertised on the City's website.

ITEM #3 DISCUSSION — Review, discuss, and make recommendations on a proposed
zoning change for Southlake Classic Pet Retreat, to make the existing non -conforming
kennel use a conforming use, located at 1211 and 1213 Brumlow Ave.

• Future Land Use: Mixed Use
• Zoning: 1-1
• Master Pathways Plan: A future designated sidewalk (less than 8 ft.) along
Brumlow Ave.
• Summary: The applicant has provided a proposal as a request for a non-
conforming use in an 1-1" Light Industrial District to a permitted use in a "S-P-1"
Detailed Site Plan District.

This is a pre-existing, non -conforming use so it's currently ongoing?

Yes.
Questions for Applicant
Daniel Kubiak
This being an ongoing business, when you start going through the process, will we hear
if there will be any issues? Neighbor concerns or problems? Will we hear any of that?
Applicant
No. I used to reside on the Timarron subdivision right there, so I used to back up to
Brumlow. In fact, I have clients who used to complain about Bark and Purr and the
noise. Now I have clients that actually back up to Brumlow that have been bringing their
pups to us for nine years once all the renovations were done. In the 10+ years, there
was one person that complained, and it was a developer that was building a house in a
subdivision. He couldn't sell the house, and he complained. He said "Oh, the dogs don't
play there - it's okay". Then he sold it to someone who bought it under the pretense that
the dogs don't go out and play, but I haven't heard from him in seven years. I mean, I'm
really a good steward and the way we operate our business makes sure that we
minimize any type of noise.

Chad Patton
I don't have any questions. I just have a comment. Michael, I've been bringing my four -
legged buddy there for the last few years and I think you run a wonderful business. Your
staff is fantastic. It's clean. My dog couldn't be any happier when he comes here. He's
actually there right now. He'd picked up right about now and I know for a fact that it's a
legacy business. I know the type of business that you run. And to me, it just seems like
you're trying to clean things up for yourself, so as someone that sits on this committee, I
see absolutely no reason why we can't be supportive of your request.
Austin Reynolds
Yeah, I kind of ditto Chad's comments. We've been coming for the last four years, and
she races out of our cars like we think we're pretty good owners, but she prefers to be
with you all. I appreciate you all staying in our community and I support your business.
Michael Forman
I will echo that, and not only have I had a dog there, but I had a son work for Michael
and he spoke very highly of you and how well you were in the business.
Applicant
Thank you very much. You know, I like to hire from within. I have folks that go off to
school, they come back during the seasons, and they work, and everyone loves what
they do. That's not something that you can fake. I've got a staff of 17 people, and I do
my best.
