permitted use within the approved S-P-2 zoning district on approximately 2.3 acres at
731 Zena Rucker Rd.
5. Review, discuss, and make recommendations regarding a proposed 40-acre mixed -
use development with commercial and residential uses to be located at 1800 and 1900
N. White Chapel Blvd. and W. S.H. 114.
6. Review, discuss, and make recommendations regarding a proposed development
known as Dove Landing, on approximately 26 acres located at 550 W. S.H. 114.
7. Review, discuss, and make recommendations regarding a proposed residential
subdivision and office site known as Patterson Property, on property located at 1440
N. Kimball Ave. and 2160 E. Highland St.
8. Review, discuss, and make recommendations regarding a proposed residential
subdivision of 2530 Johnson Rd.
9. Review, discuss, and make recommendations regarding a proposed snow cone stand
at 1170 and 1180 N. White Chapel Blvd., generally located at the southwest corner of
N. White Chapel and E. Highland St.
10. Review, discuss, and make recommendations regarding a proposed residential
subdivision on property generally located at 1318-1360 N. Peytonville Ave., and 1352-
1354 Post Oak Trl.
11. Review, discuss, and make recommendations regarding the installation of vacuum
stations at the existing Scooter's/Chevron station at 2150 E. S.H. 114.

MEETING
OVERVIEW:
On June 23, 2025 the Southlake Corridor Planning Committee held their
515t meeting. The Committee was sent a packet of materials prior to the
meeting that were to be discussed during the session. A meeting agenda
was posted, and the meeting time was advertised on the City's website.

ITEM #4 DISCUSSION — Review, discuss, and make recommendations regarding the
addition of a spa as a permitted use within the approved S-P-2 zoning district on
approximately 2.3 acres at 731 Zena Rucker Rd.

• Summary: The applicant is seeking to add non -medical spa as a permitted use
under the S-P-2 zoning

Was that originally approved for two buildings?
Dennis Killough:
Yes.
Frances Scharli
And are they going from two to one, or is this now just one building?
Dennis Killough
No, there are still two buildings proposed. The proposal is, I believe, to just add the use
permitted within one of the buildings they have identified. I'm sure the applicant can
probably shed a little more light on that and on the particular tenant.
Frances Scharli
I assume they're leaving the buffer. And in the back, trying to maybe save those trees in
the middle would be my request.
Wayne Powell
Everything with the site plan will remain the same. The applicant is only seeking the
addition of one approved use.
Applicant Presentation
The applicant provided assurance that the proposed changes will not alter the existing
site plan beyond the addition of a spa as a permitted use. They also noted that the tree
buffer and green spaces would remain unchanged. They emphasized that the new spa
tenant specifically chose this location for its serene aesthetic, including the trees and

grassy areas, having rejected a noisier freeway location. The speaker concludes by
stating that the proposed use is not drastically different from what the site is currently
zoned for.
Questions for Applicant
Frances Scharli
There's a tree stand in the middle. Are you going to try to preserve that?
Applicant
If it doesn't show on the site plan, no. A little backstory: I bought this development two
years ago, and the site plan had already been approved by the city for medical use. So
if they're able to be preserved, we will. If it affects the parking, then that affects our
ratios. It affects the building, it affects our site plan, and so on.

OFFICE COMMERCIAL LAND USE
A commercial category designed and intended for the exclusive use of office and limited office -
related activities. It is established for and will be allocated to those districts best suited for supporting
commercial activity of an office character. It has been established to encourage and permit general
professional and business offices of high quality and appearance, in attractive landscaped
surroundings with the types of uses and design exterior appearance so controlled as to be generally
compatible with existing and future adjacent and surrounding residential development. Properties
