A. Review of MSC Call to Artists Submissions and Selection of Finalists –
The purpose of this item is to review the submissions responding to a Call
to Artists posted for public art at the Municipal Service Center. The Call to
Artists was posted in late May 2025, and artists had until August 1 to turn
in their submissions. After the deadline, staff received 35 submissions, of
which 29 included a visual art concept for the site, for consideration. Arts
Council is being asked to review the applications and select finalists for

B.Discuss Celebrate Southlake- The purpose of this item is to discuss the
upcoming Celebrate Southlake event. No packet document.

Requested: Review of MSC Call to Artists Submissions and Selection of Finalists
Background
Information: The Public Art Master Plan recommends commissioning and
installing public art pieces for beautification and to celebrate the
history of Southlake through the arts throughout the city.
Page 66 of the Public Art Master Plan suggests identifying capital
projects that will benefit from public art.
The Southlake Arts Council extended an invitation to different
artists in May 2025 to submit concepts for commissioned public art
to be placed on the façade of the new Municipal Services Center.
The Call to Artists was publicly announced in late May 2025. The
deadline for applications was August 1, 2025. Staff received 35 total
applications, of which 29 included a visual art concept for the site.
The complete applications are included in the packet for Arts Council
review.
The Southlake Arts Council will review the complete submissions at
their August 26, 2025, meeting to select a finalist or finalists for
further consideration or consultation.
Financial
Considerations: Funding not to exceed $200,000 for the design and installation of
artwork is provided in the Municipal Services Center construction
budget and the CIP 2025 budget.

The City of Southlake, Texas, through the Southlake Arts Council, seeks to commission
an artist to create public art for the soon-to-be-constructed Municipal Service Center on
1605 Brumlow Avenue, Southlake, TX 76092.
The application deadline is August 1, 2025.
Artists must submit their application via email to mlopez@ci.southlake.tx.us. Complete
information on how to apply is listed below.
PUBLIC ART PROJECT DESCRIPTION
The City of Southlake is a premier community in the Dallas/Fort Worth Metroplex.
Southlake is known for its high-quality school system, youth athletics, and destination
dining and retail. Exceptional neighborhoods are prevalent, and much of Southlake’s
small-town charm has been preserved through careful planning.
The mission of the public art program is to enhance the visual environment for
Southlake residents and visitors. The City of Southlake seeks to commission new
artworks for visually prominent locations in the community.
The Municipal Service Center is located on the south side of Southlake (location map
available on page 6). This new facility will host:
•Public Works Department (Water, Wastewater, Streets & Drainage, Traffic, and
Environmental Services)
•Facilities Services
•Utilities
•Fire Department Safety Training Tower.
The Public Art Master Plan establishes the following goals for the artwork:

•Promote unique community character by emphasizing urban design detail
•Encourage features and amenities that create a unique sense of place
•Emphasize creativity in the design of all development
•Improve the appearance of entryways into the City
•Incorporate public art into the proposed public works operation center
The Southlake Arts Council seeks an artist to provide artwork for the Municipal Service
Center. Renderings of the facility have been provided on page 4.
The artwork should:
•Reflect the value of the services provided by the building
•Compliment the architecture and design of the building
•Be of the highest quality
•Create interest in the community
•Enrich the quality of life and visual environment for all residents and visitors of
the city
•Reflect the mission and values of the City of Southlake
•Convey the integrity of Public Service professionals
•Be appropriate to the identified location, durable, and low maintenance.
The artwork will be placed directly on the front wall of the building and has a total area
of 280 square feet, with a maximum possible weight of 1,400 pounds. The Arts Council
would like the art to be visible from the street as people drive by the building.
The Arts Council is not interested in seeing any proposals for a mural.
The project budget is approximately $200,000.

APPLICATION PROCESS
Artists must submit the following via email to mlopez@ci.southlake.tx.us. Applications
are due August 01, 2025, at 5:00 PM. No late applications will be accepted.
Letter of Interest- Applicants must submit a letter of interest indicating the
project(s) for which they are applying and an artist statement
Resume – Limited to two pages or less, utilizing a font size of 10 or greater
(must include name, address, phone, e-mail, and website)
Images of Previous Completed Artwork – Must be submitted as a PDF with
no more than ten (10) images of completed works. The first page should include
the artist's name and contact information. Each image must include a title.
Description of Art Concept/ Proposal for Review – Must be submitted as a
PDF to include the title, date, media, size (HxWxD), commission cost/purchase
price, and a brief description of the artwork as well as a sketch or digital
rendering
Budget – Total estimated cost of the piece
ARTIST SELECTION PROCESS
The Southlake Arts Council will review all applications and select finalists or a singular
finalist. Interviews with finalists may be conducted to select one artist to commission the
artwork.
The criteria for selection include: artistic merit as evidenced by the submitted materials;
the applicant’s professional qualifications; proven ability to perform well on similar
projects; and demonstrated ability to work with government agencies, boards,
committees, architects, engineers, and other groups for the successful completion of
similar art projects.
