Background Information: Over the last several months, City staff and representatives of the Bob Jones Nature Center have been working with the . firm of Schrickel, Rollins, and Associates on planning for the Tucker property including the construction plans for remodeling of the house for use as a nature center building. As part of the site review process an asbestos study was conducted on the house in December of 2005. The inspection report as submitted by Aztec Environmental Services indicates that asbestos is present within the structure primarily in the vinyl flooring, ceiling texture, and drywall (tape/bed/texture). Due to remodel and renovation plans, abatement and disposal of the asbestos containing material is the only permanent solution to controlling fiber release. Based on the results of the inspection report staff requested Aztec Environmental Services provide a cost estimate on removal of the asbestos containing material. The quote from Aztec includes a base cost for the area of primary remodel activity with alternates to include the remaining sections of the house. Done separately and at different times the removal costs are estimated at over $55,000. If addressed simultaneously as one project the projected cost is approximately $36,000 for removal plus State fees of $1,825. The current total funding allocated to the Nature Center for facility design and construction is $85,000 (SPDC - $70,000, Park Dedication - $15,000). Given the cost for abatement in relation to the project budget, current allocations are unable to absorb the expenditure for asbestos abatement and still maintain the integrity of the initial project scope. As such, additional funding estimated at $38,000 is required for the project to move forward. Parks Board at their February 16, 2006 meeting recommended moving forward with the project in one phase at an estimated cost of $37,825 with funding being allocated from the SPDC project reserve fund ($61,846 balance).
