to discuss the new FY 2026 General Fund Operating Budget. No packet item.

C.Recreation and Athletics Task Force Update- The purpose of this item is to
provide an update on the status of the upcoming Council recommended Task

with no changes or corrections.

4.DISCUSSION
4A. COMMUNITY SERVICES MARKETING OVERVIEW
Community Relations Manager Vicky Schiber provided an overview of the Community
Services Community Relations Division to the Parks and Recreation Board. She
introduced her team and explained their roles, the audiences they engage with, the
platforms they use, and their methods of communication. Vicky was available to answer
questions.
4B. PARKS AND PUBLIC ART TOUR
Community Relations Manager Vicky Schiber led the Parks and Recreation Board on a
Parks and Public Art Tour, where members learned about the history of the artwork and
how each piece came to be part of the City of Southlake. She was also available to
answer questions.
5.ADJOURNMENT

SUBJECT: Election of Parks and Recreation Board Vice-Chair and
Secretary
Action Requested: Election of Parks & Recreation Board Vice-Chair and
Secretary.
Background
Information: The Southlake City Code and the Park and Recreation
Bylaws address the process for selection of the Vice-Chair
and Secretary for the Parks and Recreation Board. Annually,
following the City Council appointments of new Park and
Recreation Board members, the Board shall select a Vice-
Chair and Secretary to serve for a one-year period until the
next annual election.
On June 17, 2025, the City Council reappointed Kevin Klaas
(Place 2), Magdalena Battles (Place 4), and Renee Thomas
Place 6. They also appointed Magdalena Battles (Place 4)
as Chair.
Kevin Klaas did not accept reappointment and stepped down
from the board.
Any sitting member of the Board may be considered for the
officer positions. The current board members are:
Joe Sansone – Place 1
Vacant – Place 2
Patrick Mundlin – Place 3
Magdalena Battles – Place 4 (Chair)
Deanna Kienast – Place 5
Renee Thomas – Place 6
Paul Venesky – Place 7

Requested: Recommendation of approval for proposed changes to the FY
2026 Fee Schedule
Background
Information: The City of Southlake annually reviews the City Fee Schedule
as part of the annual Budget Process. This review of the City
Fee Schedule allows for comments on the clarity of the
schedule and ensures the fees are appropriate in covering the
administrative and maintenance costs associated with
providing services as well as ensuring they are market
competitive.
As a part of the FY 2026 Budget process, Staff analyzed field
rental rates as compared to the market. Community Services
staff presented preliminary proposed fees for Field Rentals to
the City Manager’s Office in early June as part of the FY 2026
budget process. Based on their feedback, the Fee Schedule
update is now ready for Parks and Recreation Board review
and recommendation for approval.
If recommended, the proposed fees for Field Rentals will be
incorporated into the City’s Fee Schedule to be adopted by
Resolution with the budget on September 16, 2025.
The following are the proposed changes for the FY 2026 rates
