Review, discuss, and make recommendations regarding a proposed 40-acre mixed - use development with commercial and residential uses to be located at 1800 and 1900 N. White Chapel Blvd. and W. S.H. 114. 6. Review, discuss, and make recommendations regarding a proposed development known as Dove Landing, on approximately 26 acres located at 550 W. S.H. 114. 7. Review, discuss, and make recommendations regarding a proposed residential subdivision and office site known as Patterson Property, on property located at 1440 N. Kimball Ave. and 2160 E. Highland St. 8. Review, discuss, and make recommendations regarding a proposed residential subdivision of 2530 Johnson Rd. 9. S.H. 114. 12.Adjournment MEETING OVERVIEW: On June 23, 2025 the Southlake Corridor Planning Committee held their 51 st meeting. The Committee was sent a packet of materials prior to the meeting that were to be discussed during the session. A meeting agenda was posted, and the meeting time was advertised on the City's website. The following meeting report focuses on discussion points made during the meeting by members of the Committee, public and City staff. ( t)M SOUTHLAKE 19 ITEM #11 DISCUSSION — Review, discuss, and make recommendations regarding the installation of vacuum stations at the existing Scooter's/Chevron station at 2150 E. S.H. 114. Staff presentation: Wayne Powell • Future Land Use: Retail Commercial • Zoning: S-P-2 • Master Pathways Plan: >=8 ft. multi -use trail along the E. SH 114 frontage and an existing 6' sidewalk along N. Kimball Ave. • Summary: The applicant is requesting a zoning and site plan change to include the vacuum stations as a permitted use to allow for outdoor sales and service. Questions for Staff Frances Scharli Can we get the explanation as to why they are asking for approval now after they are already there? Kubiak's daughter has already used them so what is the current situation with it? Wayne Powell Our Code Enforcement officer noticed that they had been constructed there prior to approval and wanted to let them know that they needed to get approval. Daniel Kubiak Probably the applicant, I think. Questions for Applicant Daniel Kubiak Even if you put up vacuums, we have a problem with that. Applicant They are not operational. They haven't been since the installation. The lines and everything had not been put out, but we were approached and wanted to go through the process. We took some drone photos and put them in front of you guys to get some thoughts. After looking at the site, with the available space, we put them out there. We had customers telling us that they are looking forward to using them. So, here we are in front of you guys. Daniel Kubiak Are you new owners or relatively new? Me and my family are the owners. We live here and this is home for us. Daniel Kubiak I've been driving by this for 24 years and I am not sure a nickel has been put into this for about 24 years. Applicant We bought this from the original developer. We are excited about putting a lot more into it. We are in the process of upgrading the inside and putting other things out there, landscaping, etc. We are doing a bunch of different things to help improve the site. Kathy Talley I am guessing you guys didn't know you needed a permit for this. Applicant Yes, we honestly didn't know. As soon as we found out, we stopped everything and said let's get through the process. Kathy Talley I am excited about the upgrades. Thank you for fixing the car wash. This car wash is fantastic in my opinion for a drive-thru car wash, so I do spend some time as Scooters and buying gas as well. Frances Scharli The only comment I have would be that if you're improving things, which sounds like you are from the two advocates you have over here, to make sure that you check with P&Z before you do things. Once shame on you, next shame on me, so please be thoughtful about that. As Mr. Kubiak said, we govern a lot here. Daniel Kubiak City staff can help in terms of any of the improvements and we welcome them. We appreciate you putting money into it. It's been the front door of our city for a long time, so we welcome capital improvements. Please just run it through staff. Maybe it would make sense to save you time and money for anything you contemplate to just run it through staff in addition to it, so if there is something else, you can just put it together and push it forward. That could be the most efficient route. It is intended to provide limited local retail and/or office uses which serve neighborhoods in close proximity. It is Intended that all uses in this category will be compatible with adjacent single family uses, thereby maintaining the character and integrity of existing neighborhoods. This category is intended to encourage comprehensively planned developments. In areas where the Retail Commercial designation is adjacent to residentially zoned properties or areas with a residential designation on the Land Use Plan, lower intensity activities such as office or office -related uses should be planned adjacent to the residential uses. Other suitable activities are those permitted in the Public Parks/Open Space, Public/Semi-Public, and Office Commercial categories previously discussed.
