EXECUTIVE
SUMMARY: On behalf of Carroll ISD, Director of Facility Services Lanny Mooney is requesting
approval of a Site Plan for Eubanks Intermediate School for a shade canopy on
property described as Lot 1 R, Block 1, Carroll ISD No. 4 Addition, an addition to
the City of Southlake, Tarrant County, Texas and located at 500 S. Kimball
Avenue, Southlake, Texas. Current Zoning: "CS" Community Service District.
SPIN Neighborhood #8.
DETAILS: The purpose of this request is to seek approval of a Site Plan for Eubanks
Intermediate School for the construction of a shade canopy over an existing
playground area on the south side of the property. The playground/obstacle
course tends to get excessively hot during summer months, making it unusable
for students. The shade structure is intended to mitigate this issue so that
students are not at risk of burning their hands on the metal equipment.
The shade columns and rafters of the structure are made of steel, and the awning
is made of durable HDPE fabric. The awning would be dark green in color,
matching the obstacle course/playground equipment below it.

BACKGROUND INFORMATION

PROPERTY SITUATION: 500 S. Kimball Avenue
LEGAL DESCRIPTION: Lot 1 R, Block 1, Carroll ISD No. 4 Addition
LAND USE CATEGORY: Public/Semi-Public
CURRENT ZONING: "CS" Community Service District
HISTORY: -A zoning change and site plan (ZA99-120) from "SF-20A" Single Family
District to "CS" Community Service District was approved by City Council
on February 1, 2000.
-A permit was issued for a new commercial building in August 2000.
-A final plat (ZA00-044) for Lot 1, Block 1, CISD No. 4 Addition was filed
on January 29, 2001.
-At the July 13, 2006 ZBA meeting, the Board approved a portable
building for classroom space for three (3) years waiving the permanent
foundation and masonry requirements. At the July 12, 2007 ZBA meeting,
the Board approved one (1) additional portable building at Eubanks
Intermediate School to meet their current needs for educational space.
-An amended plat (ZA08-071) for Lot 1 R, Block 1, CISD No. 4 Addition
was filed on November 7, 2008.
-A site plan (ZA10-056) for Eubanks Shade Structure was approved
October 19, 2010.
-A commercial addition permit was issued to expand to the middle school
in January 2013.
-A site plan (ZA19-0066) was approved for the construction of
approximately 1,798 square feet of additional classroom space, covered
walkways and courtyard improvements on December 3, 2019.
SOUTHLAKE
COMPREHENSIVE PLAN: Consolidated Future Land Use Plan
The underlying land use designation is Public/Semi-Public. The existing
school facility and the proposed improvements are consistent with this
designation.
Mobility and Master Thoroughfare Plan
The Master Thoroughfare Plan recommends S. Kimball Ave. to be a 4-
lane divided arterial street with 88 feet of right-of-way. Adequate right-of-
way has been dedicated for this roadway.

Pathways Master Plan & Sidewalk Plan
There are existing sidewalks along S. Kimball Ave. adjacent to the site.
TRANSPORTATION
ASSESSMENT: A TIA is not required for the proposed improvements.
TREE PRESERVATION: The applicant has indicated that no trees will be removed as part of this
site plan.
PLANNING AND ZONING
COMMISSION ACTION: August 7, 2025; APPROVED (7-0), subject to Staff Report dated August
1, 2025, and Site Plan Review Summary No. 2, dated August 1, 2025.
