ABOUT THE CIP REPORT
The City of Southlake is committed to keeping the community informed about the
progress of major infrastructure investments. This monthly report shares updates on all
active Capital Improvements Program (CIP) projects.
HOW TO READ THIS REPORT
This monthly Capital Improvements Program (CIP) Report provides the current status of
all active projects, meaning projects that are currently in preconstruction, which includes
design, property or easement acquisition, study, or those actively in construction.
Each project highlight includes key details such as its current phase, percentage of
completion, adopted budget, and whether it is tracking under, at, or over budget.
Only active projects are included in this report. Projects that have not yet
entered preconstruction, or those that have been completed, are not shown here.
By reviewing this report each month, readers can track the City's progress in delivering
CIP projects, from early design through construction completion, ensuring transparency
and accountability in how public funds are invested.
UNDERSTANDING THE PROJECT HIGHLIGHTS
Each project highlight includes:
• Project Status - A quick reference to whether the project is on track, delayed, or
otherwise impacted.
• Project Phase - Indicates the current phase of the project.
• Overall Progress - Percentage of completion for the current phase.
• Current Project Funding - The amount of funding currently awarded through the FY
2025 Capital Budget and prior fiscal years. This does not include planned funding for
future fiscal years.
• Future Planned Funding: The amount of funding currently planned for future fiscal
years. Typicially these will be an estimate based on the design.
• Budget Adherence - Shows whether the project is currently under budget, at budget,
or over budget.
• Project Update - Gives a short summary of progress since the previous month,
highlighting major milestones, current work, upcoming activities, or public impacts.
Updates are intentionally brief, focusing on information most relevant to City Council
and the public.
• Department / Engineering Firm / General Contractor - Identifies the City department
managing the project and, if awarded, the firms responsible for design and construction.

Project Update: The last milestone achieved was the completion of design for Phase 1. A detailed
application for TxDOT funding was submitted on June 19 to encompass all four phases, and is currently
under review. At present, the project is paused pending the review and funding award from TxDOT. The
funding decision is expected to be announced in October 2025, at which point the project will resume.

Project Update: The most recent milestone was the completion of design in May 2024. Construction of
the project was placed on hold to prioritize the Continental Intersections improvements in the corridor.
The project will resume once those improvements are complete in order to maintain alternate means of
travel for area residents.

Project Update: The most recent milestone involved continued coordination with TxDOT to address
identified construction punch list items. A Registered Accessibility Specialist (RAS) was brought in to
ensure the sidewalks comply with Texas Accessibility Standards (TAS), and the final report has been
received. Based on this report, TxDOT has agreed to remove a previously disputed item from the punch
list. Currently, staff are working with TxDOT and the contractor to resolve remaining items, including
addressing deficient sidewalk panels. In the coming weeks, restoration work will continue, including
reworking the Byron Nelson Turn Lane to improve ride quality and replacing defective sidewalk panels
near Southridge Lakes.

Project Update: The pre -construction meeting was held with the contractor at the end of June. The
contractor has since obtained the required TxDOT permit, and staff have been reviewing the contractor's
submissions. Staff are coordinating with Charter and Tri-County on necessary relocations that conflict
with the project improvements. Additionally, staff are evaluating the feasibility of prohibiting parking
along Watermere Drive for the duration of the Union Church closure. The road closure of Union Church
will begin after the franchise relocations are completed.

Project Update: Construction on the southern phase began in early July. In the coming weeks, pavement
markings and signage will be installed along Carroll Avenue at Main Street and FM 1709, and the
contractor will begin work on the median near the Carroll Pointe Shopping Center, adjacent to the DPS
Headquarters. Staff is also coordinating with the Fire Station regarding a temporary signal outage during
final rerouting work.
Staff met with business owners at the intersection of Carroll Avenue and Lakewood Drive to discuss
concerns about limited access to their driveway. A follow-up meeting is being scheduled to explore
potential access solutions. If an option is agreed upon, staff will coordinate with Kimley-Horn to evaluate
its feasibility and, if viable, proceed with design and a contractor change order.

Project Update: The most recent milestone was the completion of design and the advertisement of the
project for proposals in May. Proposals were reviewed and scored by the evaluation committee based on
best value. A construction contract will be recommended for award to Quality Excavation at the August
9 Council meeting. Construction is expected to begin in the fall, pending completion of franchise utility
relocations.

Project Update: The project, combined with the FM 1938 and Continental Boulevard intersection im-
provement, was awarded to McMahon Contracting, LP in late May 2025. Work on this phase will not
begin until the substantial completion of the FM 1938 and Continental Boulevard intersection improve-
ments to minimize mobility impacts. The anticipated start is approximately 18 months after the FM1938
and Continental phase begins.

Project Update: The City of Southlake recently received correspondence form the Area Engineer at
TxDOT notifying us that they would not be including the City's landscaping work into their median
construction project on FM 1938. Staff continues to keep communication open with TxDOT, to seek
solutions to including this project into TxDOT's contractor's scope of work.
