EXECUTIVE
SUMMARY: The Whitestone Land Trust is requesting approval of a Special Exception Use, per
Ordinance No. 480, as amended, Section 44.12(1) for a 1,434 square-foot domestic
employee or family quarters on a property described as Lot 19, Block 1, Saddleback
Ridge Estates, an addition to the City of Southlake, Tarrant County, Texas, and
located at 4609 Saddleback Ln, Southlake, Tarrant County, Texas. Current Zoning:
“SF-1A” Single Family Residential District.
REQUEST
DETAILS: The purpose of this request is to seek approval for a Special Exception Use per Ord.
No. 480, as amended, Section 44.12(1) to allow a 1,434 square-foot Domestic
Employee or Family Quarters. A breezeway/roof structure is planned to go between
the primary residence and the guest quarters, but it will not be connected nor will it be
designed in such a way that it appears as one cohesive structure.

BACKGROUND INFORMATION
OWNER/APPLICANT: The Whitestone Land Trust
PROPERTY SITUATION: 4609 Saddleback Lane
LEGAL DESCRIPTION: Lot 19, Block 1, Saddleback Ridge Estates
LAND USE CATEGORY: Low Density Residential
CURRENT ZONING: "SF-1A" – Single Family Residential District
HISTORY:
• The property was annexed into the city in 1988 (Ord. No. 432).
• City Council approved the rezoning of this property from “AG”
Agricultural and “RE” Single Family Residential Real Estate District to
“SF-1A” Single Family Residential District with an associated concept
plan on June 6, 2006 (ZA06-0029).
• A Preliminary Plat was also approved by City Council on June 6, 2006
(ZA06-030).
• A Final Plat was approved by the Planning and Zoning Commission on
January 18, 2007 (ZA06-185).
• Final and preliminary plat extensions were approved annually from
2008-2016.
• A Preliminary Plat showing 32 single family residential lots with a
private street and gated entrance was approved on May 3,
2016(ZA15-151).
• A plat revision for Saddleback Ridge Estates was filed with Denton
County on November 14, 2017.
WATER & SEWER: The site is served by an 8-inch water main and an 8-inch sewer main. All
utilities for the family quarters must be on the same meter as the principal
dwelling.
STAFF COMMENTS: The requirements for Special Exception Use Permit for domestic employee or
family quarters in Zoning Ord. 480, Section 44.12(1) are below:
a) Domestic employee or family quarters, which are not otherwise
permitted as an accessory use under Section 34.1 of this ordinance,
are permitted in districts zoned AG, RE-5, RE-7, RCS, SF1-A, SF1-B,
SF-2, SF-30, and approved single family residential uses in the DT
zone.
b) Domestic employee or family quarters are only for residents employed
on the premises or family members of the owner of the premises and
shall not be rented or otherwise used as a separate domicile.
c) The quarters shall be accessory to and subordinate to the principal
single-family use and structure except that the gross inhabitable floor
area shall not exceed one thousand (1,000) square feet in districts
zoned SF-30 and shall not be counted toward the sum total of
accessory building area, but shall be counted toward the maximum
permitted lot coverage.

d) All utilities must be on the same meter as the principal dwelling.
e) A separate septic system from the principal dwelling is required if the
quarters are housed other than in the principal dwelling and cannot be
accommodated by the existing system.
