$110,000.
Background
Information: The City has engaged Jerry Hodge and Associates for project
management services to support transportation infrastructure
initiatives, including coordination with TxDOT, Kimley-Horn,
and multiple property owners. This short-term contract is
required to manage additional right-of-way acquisition and
design tasks associated with the E. Highland Street
realignment to the SH 114 frontage road and a partial
driveway into the Methodist Hospital Trauma Center drive.
The E. Highland Street realignment is necessary due to
TxDOT’s SH 114 ramp reversal and main lane expansion
design in Southlake. TxDOT has agreed to incorporate the E.
Highland Street realignment into its larger SH 114 project,
contingent upon the City funding the design package for the
realignment, which Kimley Horn is providing under a separate
agreement approved in December 2024. The design scope
includes 500 linear feet of three-lane undivided concrete
pavement, internal drainage improvements with outfalls to
Dove Creek, geotechnical investigation, conveyance
instruments for right-of-way adjustments, and environmental

analysis to ensure no significant impacts since the work
occurs on previously developed land.
The scope of services for this extension includes:
• Continuing as project manager for right-of-way
acquisition, including coordinating appraisal and
negotiations for the property.
• Managing meetings with attorneys and property
owners to complete land purchases that will ultimately
be donated to the City as right-of-way.
• Coordinating with Kimley-Horn on roadway design,
ensuring compliance with City and TxDOT standards,
and aligning with TxDOT’s bidding and funding
process.
• Managing survey and appraisal information required
for construction tie-ins to SH 114 frontage road
improvements.
• Overseeing design of the E. Highland Street
improvements and the Methodist Hospital drive
approach, expected to require approximately 60 days
of design and review.
This extension ensures continued oversight and stakeholder
coordination for property acquisition and design management
of the E. Highland Street improvements, ensuring the timely
delivery of a project critical to mobility and connectivity in
Southlake.
Jerry Hodge and Associates have previously led similar
projects for the City, including the SH 114 Improvements
Project between Dove Road and Kirkwood Boulevard. Under
previous contracts, Mr. Hodge coordinated with TxDOT,
NCTCOG, engineering consultants, property owners, and
utility providers, resulting in key accomplishments such as:
• Successful right-of-way acquisition without additional
expense to the City;
• Securing funding commitments and fee waivers from
TxDOT;
• Conducting virtual public meetings to maintain project
schedules during the COVID-19 pandemic;
• Oversight of schematic design, construction drawings,
bidding, and award processes.

Financial
Considerations: Mr. Hodge had been working under an agreement not to
exceed $49,999, which expired on May 31, 2025. The
amended agreement is effective June 1, 2025 for six months.
The total agreement amount is not to exceed $110,000.
Funding for this agreement is budgeted in the approved
CEDC Capital Improvements Program budget.

provide & maintain high quality public assets, and B2:
Collaborate with select partners to implement service
solutions.
Citizen Input/
Board Review: This agreement will be considered for recommendation by the
CEDC at their August 4, 2025, meeting.
Legal Review: The proposed agreement follows a format that has previously
been reviewed and approved by the City Attorney.
Alternatives: The City Council may approve or deny the agreement.
