The meeting was called to order by Mayor Pro Tem, Sam Sparger in the absence of Mayor Hawk, who was recovering from surgery. MAYOR'S REPORT During the Mayor's report, Bill Brattin from the State Highway Depart EMERGENCI ment addressed the Council in regard RESOLUTIOD to problems which have occurred 80-23 on Highway 114 as a result of the APPROVED Stricker x construction project being done by the State Highway Department. Mr Brattin Latta x x requested the city pass an emergency Massey sky x x x Resolution, lowering the speed limit Massey in the areas where construction is go ng on, with the intent to pass an Ordina ce as soon as possible. Motion was made and approved. Also under the Mayor's report, Counci - person Latta informed Council as to the status of obtaining State approval for our Water System. On July 15, an inspection was made by the Texas Department of Health. The results of that inspection wer6 outlined by Latta. The final touches are all that is needed to be done to complete Phase II of our Community Development Grant project, which consists of Water Main improvements. Harold Knight, chairman of the Sewer Committee addressed Council on the aerobic sewer system that is to be installed at a residence in Southlake to be used as a demonstration unit. He indicated the residence of Don Tee , 1320 Blue Teal Court, Dove Estates, has been chosen, as the current septic system at that residence does not operate properly due to soil conditio s and small lots in the area. Knight presented to Council a sample deed that will go to the County to be filed. After discussion by Council, Shari Massey moved to table the action Stricker x x with the recommendation to consider Latta x locating the system on a public site. Urbanosky x Motion was seconded by Modine Stricke . Massey x x Mayor Pro Tem, Sparger did not wish Sparger x to vote to break the tie vote. Latta made the motion to accept contract subject to review of same by an attor ey, and the addition of a hold harmless Stricker x clause being added and subject to a Latta x x maintenance agreement being furnished Urbanosky x x by Mr. Teer. Also with input by Massey x Brad Popkin, former Councilman. Box 868 Southlake, Texas 76051 Subject: Public Drinking Water Supply City of Southlake (ID #2200075) Tarrant County, Texas Dear Mayor Hawk: On July 15, 1980, our representative, Mr. Herman K. Clark, 11. E. , in company with W. G. Cline, Water Superintendent, made a sanitary survey of the subject water system. Asa result of this survey, the following items are trans- mitted for your favorable consideration so that your water system may be operated and maintained in accordance with the requirements for the Department's current "Rules and Regulations for Public Water Systems". 1. Adequate storage facilities should be provided for the Water Department for the storage and protection of equipment, supplies and replacement parts. Particular reference is made to the accumulation of equipment and supplies, as well as junk and clutter, at Pump Station #1 located near City Hall. 2. The ground storage reservoir must be equipped with a suitable means, prop- erly protected from a sanitary viewpoint, of readily determining the amount of water in storage at all times. This may be accomplished with a float-type indicator or with a pressure gauge which is calibrated in feet of water. Reference is made to the ground storage Lank on WhiLe Chapel Road. 3. In previous reports this UeparLment has noted that the water from the existing we11s (TriniLV formALions) exceed the recommended maximum levels for public water- supply systems. We have noted from Che latest survey that two new_weIIs (Piluxy formations) have been placed in service and that water from all four walls is being mixed before being distributed in the system. A sample was col W Led for chemical analysis at the time of this latest survey (1-15-80) and the preliminary report from our labora- tory indicates that the chlorides and total dissolved solids still exceed the recommended levels, It is recommended Lhat further experimentation be made with the blending of the waters from the four wells to achieve a more acceptable quality M water. Our regional personnel will be happy to coltect additional samples for chemical analysis to determine the success of these experiments. Honorable Martin R.
